SNV plans to formalize a contractual agreement for these services with the selected service providers. Given that this assignment is part of a larger, overarching project funded by the Swiss, Swedish, and Irish Embassies, it will be governed by their respective terms and conditions outlined in the Lead Contract with SNV. The Youth Employment and Entrepreneurship – Amplifying Enterprises and Trade (YEE-AET) Program is a regional initiative spearheaded by SNV in both Zambia and Zimbabwe, designed to enhance the livelihoods, employment opportunities, entrepreneurship, and resilience of young women and men by fostering inclusive and sustainable market systems within the agri-food, renewable energy, and green economy sectors. This initiative draws upon the accomplishments, insights, and empirical data from the Opportunities for Youth+ (ONE+, 2019–2023) and Increasing Climate Resilience in Energy and Agriculture Systems and Entrepreneurship (INCREASE, 2020–2024) programs, both of which established proven strategies for advancing youth employment, business growth, financial access, climate resilience, and market system enhancement. Leveraging these proven approaches, the YEE-AET program employs a Market Systems Development (MSD) methodology, implemented through SNV’s Pull–Match–Push–Enable (POPE) framework. By integrating market facilitation, capacity-building initiatives, enterprise development support, financial access, climate adaptation measures, and policy dialogue, the program targets systemic obstacles that restrict young women’s and men’s involvement in viable economic activities. To bolster resilience against climate variability and economic fluctuations, the initiative promotes climate-smart agricultural techniques, renewable energy solutions, resilient inputs, risk mitigation strategies, and sustainable business models. Additionally, it tackles Gender Equality and Social Inclusion (DESI) barriers through mentorship programs, leadership training, collaboration with male peers and community leaders, and data-driven advocacy to foster fairer social norms and greater economic participation. Anticipated work is scheduled to begin during the first week of September 2026. Proposal Format Proposals may be formatted as preferred by bidders, provided that the technical document does not exceed 10 pages. The technical and financial proposals must be distinctly separate, with no financial information contained within the technical submission. Financial proposals should be presented in USD, and all payments from SNV will likewise be processed in USD. The technical proposal must include the CVs of the key focal persons, which should be provided as attachments.
