National Information Technology Authority-Uganda (NITA-U) invites qualified proposers to submit sealed bids for the establishment of a Security Operations Center (SOC) environment and cyber threat intelligence capabilities, along with cyber range and drill exercises. Additionally, the project encompasses upgrading cybersecurity infrastructure for six priority Ministries, Departments, and Agencies (MDS), implementing SOC monitoring, and deploying secure remote access capabilities. This procurement is part of the Uganda Digital Acceleration Project (UDP) under Project ID P171305 and Credit No. 6898-UG, with implementation in Uganda.

The procurement process will be executed via international competitive bidding, utilizing a Request for Proposals (RFP) framework in accordance with the World Bank’s Procurement Regulations for IPF Borrowers—Procurement in Investment Project Financing (July 2016, revised February 2025). This process invites submissions from all qualified bidders as outlined in the aforementioned Procurement Regulations. The Government of Uganda, acting through the National Information Technology Authority Uganda (NITA-U), has secured financing from the World Bank to support the Uganda Digital Acceleration Project-Government Network (UDP-GOVNET). A portion of these funds will be allocated to cover expenses related to the contract for the Implementation of SOC Environment and Cyber Threat Intelligence Capabilities, Cyber Range and Drills, Upgrade of Cybersecurity Infrastructure for six priority Ministries, Departments, and Agencies (MDS), as well as the Implementation of SOC Monitoring and Secure Remote Access Capability.

Eligible Proposers interested in submitting a bid may request additional details from the National Information Technology Authority-Uganda and review the Request for Proposal document during standard business hours, which are from 0800 to 1700, Monday through Friday, at the specified location below. Each contract will be formed by one individual lot. Bidders may submit proposals for multiple lots but will not receive more than two (2) contracts. To qualify for more than one (1) lot, the bidder must satisfy the criteria outlined in the multiple contract award methodology within section III of the Bidding Document.

A pre-proposal meeting is scheduled for July 9, 2026, at the NITA-U Head Office, Palm Courts, Plot 7A, Rotary Avenue, at 11:00 AM East Africa Time. This session will also be accessible via an online Zoom virtual meeting, with the access link to be distributed to all registered proposers in advance. The public opening of proposals will take place on 14 August 2026 at 11:05 a.m. East Africa Time in the 1st Floor Boardroom at the designated address, where the designated representatives of Proposers and any interested parties may attend.

Proposals must include security deposits in the following amounts: Lot 1 – UGX 40,000,000 (Uganda Shillings Forty Million) or its equivalent in a freely convertible foreign currency; Lot 2 – UGX 20,000,000 (Uganda Shillings Twenty Million) or its equivalent in a freely convertible foreign currency; Lot 3 – UGX 50,000,000 (Uganda Shillings Fifty Million) or its equivalent in a freely convertible foreign currency; Lot 4 – UGX 30,000,000 (Uganda Shillings Thirty Million) or its equivalent in a freely convertible foreign currency. The validity of these security deposits shall be determined in accordance with Section II – Proposal Data Sheet (PDS) and ITP 20.1.

The Procurement Regulations mandate that the Borrower disclose details regarding the beneficial ownership of the successful proposer within the Contract Award Notice, utilizing the Beneficial Ownership Disclosure Form provided in the proposal documentation.
