The Program Manager Market Systems for Employment (MS4E) will lead the implementation of the PROPEL program in Senegal, focusing on youth employment and market systems development. This role involves strategic planning, program implementation, and partnership building to create sustainable employment opportunities for NEET populations. The Program Manager will ensure that interventions are market-driven and aligned with local labor market demands. The position requires strong leadership skills and the ability to engage with various stakeholders, including the private sector. Master’s degree in economics, Development Studies, Business Administration, or related field 7–10 years of experience in market systems development or youth employment programming Experience engaging with the private sector for market-driven interventions Strong management of multi-partner, donor-funded programs Understanding of labor market systems and NEET barriers Leadership experience with multidisciplinary teams Fluent in French and English
