Within this context, UNICEF Madagascar implements a Country Programme aligned with national priorities and the UNSDCF, operating in a decentralized programme structure with Field Offices and under a Multi‑Country Office (MCO) arrangement with the Union of the Comoros. The Planning and Monitoring Specialist (NOC) is based in the PME Section and reports to the Chief of Planning and Monitoring (P4). The post focuses on programme planning, performance monitoring, results tracking, reporting and use of data for programme management, including support to Field Offices and to the Comoros Country Office. Responsibilities related to evaluation and research are covered by a separate dedicated post within PME. Purpose of the Job Under the supervision of the Chief of Planning and Monitoring, the incumbent provides technical and coordination support to strengthen the quality, coherence and effectiveness of planning and monitoring systems across the Country Office, enabling adaptive programme management and accountability for results. Programme performance planning and work-planning quality assurance (RWP/ partnership documents /results frameworks), including decentralized and regionalized workplan. Programme performance monitoring, follow-up and management decision tracking, with specific support to Field Offices. Situation monitoring and emergency-oriented monitoring support (incl. rapid assessments / humanitarian performance monitoring support).

Profil recherché
Education : An advanced university degree (Master's degree or equivalent) in Social Sciences, Statistics, Economics, International Development, Development Studies, Development Planning, Public Policy, or another closely related field is required.
Expérience
: At least five (5) years of relevant professional experience in planning, monitoring and evaluation, programme management, results-based management, performance monitoring, data analysis, knowledge management, capacity building, coordination, management reporting, or related fields is required.
Compétences requises
: Experience in programme planning, performance monitoring, reporting, technical support, development planning and statistics are required. Language Requirements : Fluency in French and knowledge of English are required. Desirables Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is considered an asset. Experience working with government counterparts, development partners, UN agencies or in humanitarian programmes are considered a strong asset. Having knowledge of emergency preparedness and rapid assessment are also an asset. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
