Contexte : L'Initiative mondiale Santé et Paix (GHPI), lancée par l'OMS en 2019, vise à intégrer la paix dans les programmes de santé. Cette consultation appuie la mise en œuvre de la résolution WHA77.9 au sein du Bureau régional de l'OMS pour l'Afrique (AFRO).
Missions :
Élaborer des supports de sensibilisation et organiser des réunions à destination du personnel des bureaux de pays de l'OMS et des partenaires sur l'approche Santé et Paix.
Apporter un appui technique aux bureaux de pays pour la conception, la mise en œuvre et le suivi-évaluation de programmes liés à la santé et à la paix.
Contribuer à la création de supports de renforcement des capacités et à l'organisation de formations.
Soutenir les efforts mondiaux de recherche et d'apprentissage sur la santé et la paix.
Intégrer les résultats de la recherche dans des outils de communication, présentations et notes d'orientation.
Participer à la mobilisation de fonds pour la mise en œuvre de la GHPI aux niveaux régional et national, notamment par la rédaction de propositions.
Contribuer à l'élaboration d'un cadre opérationnel pour la mise en œuvre de la GHPI en AFRO.

Formation : Diplôme universitaire de premier cycle en sciences sociales ou politiques, diplomatie, relations internationales, études du développement ou domaine connexe.
Expérience : Au moins 5 ans d'expérience pertinente dans l'approche Santé et Paix (consolidation de la paix, analyse des conflits, programmation sensible aux conflits, mise en œuvre du nexus Humanitaire-Développement-Paix, santé publique ou réponse humanitaire en contexte de conflit). Une expérience dans l'intégration des résultats de paix ou du principe « ne pas nuire » dans le secteur de la santé, l'appui technique à d'autres équipes, la mobilisation de fonds, le travail en contexte de conflit ou post-conflit, ou au sein d'organisations internationales est souhaitable.
Compétences : Capacité à synthétiser des informations techniques de manière claire et concise ; excellentes compétences rédactionnelles et de présentation ; sens de l'organisation, autonomie, capacité à travailler sous pression ; excellent relationnel, sens politique, diplomatie et tact.
Langues : Français courant (expert) ; Anglais intermédiaire.

(S)he will report to the FCV1 and HPDN2 officer in AFRO as well as the Interagency Policy for Emergencies (IPE) Unit Head at Headquarters, which leads and provides technical guidance on the GHPI at global level. Background The Global Health and Peace Initiative is a WHO-led initiative launched in November 2019 by Oman and Switzerland following a multilateral consultation in Geneva attended by more than 50 representatives of 24 countries and partners. In May 2022, the Seventy-fifth World Health Assembly (WHA) adopted decision WHA75(24), which requested that WHO develop, in full consultation with Member States and Observers, and in full collaboration with other organizations of the United Nations system and relevant non-State actors in official relations with WHO, a Roadmap, if any, for the Global Health and Peace Initiative for consideration by the Seventy-sixth WHA through the 152nd session of the Executive Board. In May 2023, Member States at the Seventy-sixth WHA adopted decision WHA76(12)3 on the GHPI. This decision took note of and requested the Director General to report on progress made on strengthening the Roadmap for the GHPI as a living document through consultations with Member States and Observers and other stakeholders to the Seventy-seventh World Health Assembly through the Executive Board at its 154th session. In May 2024, Resolution WHA77.9 on GHPI was adopted in which the World Health Assembly requested the Director General to continue the following actions, as part of the consultative process of strengthening the Roadmap for the GHPI: evidence gathering; communication and awareness-raising about the GHPI; capacity-building (through technical support and the development of an internal WHO training handbook); and dialogue and partnership. The purpose of this consultancy is to provide additional capacity to AFRO to implement the GHPI, with a focus on implementing the newly adopted Resolution WHA77.9, working closely with the IPE Unit at Headquarters and AFRO. The position also aims to support WHO Country Offices with the conceptualization, development and implementation of projects based on the wider ‘health and peace' approach to programming. This may include technical support for program design, implementation, and review; capacity-building; advocacy; support to any fundraising and partnership development efforts. Deliverables Under the operational supervision of the EMR FCV and HDPN officer in AFRO, and the technical guidance of the IPE Head of Unit and working closely with the GHPI sub-team, the incumbent will be responsible for the following deliverables.

Prepare engagement/awareness-raising materials and meetings targeting WHO Country Office staff and relevant partners regarding the GHPI. This could include presentation materials that explain the Health and Peace approach to programming and possible applications; the added value of the GHPI for the African region; etc. Provide technical support to AFRO or mainly to WHO Country Offices in the design, implementation, and monitoring & evaluation of ‘Health and Peace' programming as per need. Contribute to developing capacity-building materials and to organizing and delivering training targeting WHO staff or others, as appropriate. Support the global learning and research efforts on health and peace. Mainstream research findings into communication tools, presentations, briefing notes and any other advocacy document. Advocate for, and contribute to raising funds for the implementataion of the GHPI at regional and country levels, including by contributing to proposal writing. Support the development of an operational framework for the implementation of the GHPI in AFRO.

Essential At least 5 years' experience relevant to the ‘health and peace' approach this can include experience in peacebuilding; conflict analysis and conflict sensitive programming; the implementation of the Humanitarian-Development-Peace Nexus; public health and/or humanitarian response in conflict settings. Desirable Experience in integrating peace outcomes and/or the ‘do no harm' principle into the health sector and/or humanitarian response. Experience providing technical support to other technical teams (in-person or remotely). Fundraising experience, including proposal development. Experience working in conflict or post-conflict settings. Experience working with international organisations.
