L'ONG INTERSOS recherche un(e) Protection Data Management Officer

Availability: 15 March 2026
Main Objective and Tasks
The Protection Data Management Officer is tasked with monitoring and reporting on the project's performance under the guidance of the Program Coordinator (PC) and in collaboration with the Project Manager (PM). Responsibilities include:
• Preparing the project's monitoring plan.
• Ensuring all indicator data is captured using the correct methodology, archived, and reported consistently across various templates.
• Training the project team on the proper use and reporting of different data collection templates developed with the PM and PC's support.
1. Project Performance Tools Development
• Develops the project monitoring plan, clearly defining indicators' disaggregation, calculation methods, and reporting frequencies in line with the project logframe, workplan, and donor evaluation tools.
• Ensures that tools and forms for producing harmonized verification sources are validated, available, properly utilized, and archived both physically and electronically.
• Engages with activity officers to discuss their needs, constraints, and issues regarding current data collection tools, proposing improvements and optimizations.
2. Staff Training and Empowerment
• Briefs project staff on indicators, collection and calculation methods, frequencies, and templates.
• Trains teams on reporting templates with the PM's support.
• Identifies technical gaps in data collection, validation, and archiving, and collaborates with the PM to develop a training curriculum addressing these issues.
• Communicates issues raised by project teams regarding reporting or monitoring tools to the PM and Programs Coordinator.
3. Data Management
• Coordinates data collection and analysis, including documentation and reporting, to ensure accountability to donors and the organization.
• Sets up tools for data collection for surveys.
• Builds and maintains the project's information databases: geographical, beneficiaries, and documents.
• Ensures the quality of collected data is processed correctly before submission to the PM and Program Coordinator.
• Maintains a program filing system that adheres to internal and donor regulations and is regularly updated.
• Ensures proper report templates are available and distributed among the team.
4. Reporting
• Prepares and shares a weekly performance report (planning vs. achievement).
• Verifies the integrity, consistency, and coherence of performance data reported in each project report template, raising any issues with the PM.
• Collaborates with the PM and activity officers to coordinate the collection of significant changes generated by the project (testimonials, case studies, and success stories) and ensures monthly reporting.
5. Accountability
• Acts as the AAP focal point, ensuring all accountability tools are implemented at all project stages and function optimally, compiling complaints and following up on their resolution by relevant INTERSOS staff.
• Engages teams and actively reports cases of fraud or abuse, including SEA cases identified by teams or partners, in conjunction with the PSEA Focal Point.
• Monitors complaint boxes and feedback registers, reporting weekly and monthly on beneficiaries' and stakeholders' feedback regarding project activities and outcomes.
Educational and Professional Experience Required
• Bachelor’s degree in computer science, data management, statistics, or a related scientific field.
• Minimum of 2 years of experience in a humanitarian context, in an association, NGO, or INGO.
• Proven work experience in project monitoring and evaluation in a similar context.
• At least 1 year of fieldwork experience in the NW or SW context during the crisis.
• Experience working and/or collaborating on a WFP project is an asset.
Technical and Behavioral Competencies Required
• Advanced knowledge of mainstream survey and data collection tools (KoboToolbox, SurveyMonkey, Google Forms, Enketo).
• Basic knowledge of humanitarian GIS tools (OpenStreetMaps, Google Earth).
• Proficiency in basic database processing tools (Excel, Access) and Microsoft Office Suite (Word, Outlook).
• Familiarity with mainstream web browsers (Google Chrome, Microsoft Edge, Mozilla Firefox) and web-based chat/conferencing tools (Skype, Teams, Zoom, WebEx).
• Strong writing skills, adaptability, analytical and reporting skills, and the ability to work under pressure.
• Excellent interpersonal and communication skills.
Languages
• Fluency in both written and oral formal English.
• Fluency in Pidgin English.
