Regional Analyst – West Africa and Lake Chad Basin Region
Organization : International NGO Safety Organization (INSO)
Lieu : Dakar, Sénégal
Contexte : INSO est une ONG internationale fondée en 2011, basée à La Haye, qui soutient les travailleurs humanitaires en établissant des plateformes de coordination de sécurité dans des contextes instables. Depuis 2013, INSO opère en Afrique de l'Ouest et dans le bassin du lac Tchad, et cherche à renforcer sa présence régionale. Ce poste relève du Directeur Pays pour la Côte Ouest-Africaine, sous la guidance technique de l'équipe d'analyse globale au siège.

Service aux partenaires :
Préparer et produire des rapports évaluant les dynamiques de conflit régionales et leur impact sur la sécurité et l'accès humanitaires.
Lancer la prestation de services régionaux, en concevant des produits conformes aux besoins des partenaires.
Gérer et livrer des produits ad hoc sur les défis régionaux émergents.
Contribuer aux produits des bureaux nationaux et éclairer la prise de décision régionale.
Offrir un service d'analyse réactif et sur mesure aux partenaires ONG.
Organiser et contribuer aux réunions de coordination régionale avec les acteurs humanitaires.Réseautage et représentation :
Construire un réseau de partenaires (ONG, agences UN, gouvernements, etc.) en Afrique de l'Ouest et au lac Tchad.
Établir un rôle clair pour INSO dans l'architecture de sécurité humanitaire régionale.
Représenter l'organisation aux niveaux national et régional, en respectant les principes d'indépendance, d'impartialité et de neutralité.
Assurer une veille stratégique sur les développements politiques, sécuritaires et humanitaires.Stratégie et gestion :
Assister le Directeur Pays dans l'élaboration d'une stratégie régionale via des consultations.
Coordonner avec l'équipe d'analyse globale pour renforcer les capacités analytiques des bureaux.**

5+ ans d'expérience en analyse, de préférence sur des contextes de conflit ou post-conflit en Afrique de l'Ouest et au lac Tchad.
Capacité avérée à fournir une analyse opérationnelle pertinente à divers publics.
Expérience en ONG, organisations internationales, conseil ou journalisme.
Maîtrise exemplaire du français et anglais professionnel courant.
Adhésion aux principes humanitaires et compréhension des pratiques de sécurité humanitaire.
Excellentes compétences en réseautage, diplomatie et communication.
Diplôme de niveau master en sciences politiques, histoire, études humanitaires ou équivalent.Atouts supplémentaires :
Expérience en service consultatif orienté partenaire.
Conception de produits basés sur une collaboration étroite avec les partenaires.
Réseau d'information régional existant.
Expérience en environnements instables/affectés par des conflits.
Expérience en développement des capacités du personnel.
Connaissance détaillée du mandat et des services d'INSO.Compétences clés : Analyse critique, communication efficace, organisation et rigueur, initiative et autonomie.
