Organizational Context The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). Job Purpose The Regional DT Manager core responsibility is to deliver on the IFRC Secretariat digital transformation strategy and annual plans within the Region, within the concept of working as “one DT team” globally. This core responsibility focuses on -at Secretariat level- the delivery of high quality and secure IT infrastructure and telecommunications, (hierarchically and/or functionally) manage the IT staff within the region, support all IT services within the Region, including the maintenance and support of applicable IT systems, and the implementation of global IT policies and standards. The incumbent also acts as a business partner to all IFRCs Regional departments and DT department’s global team and supports the mobilisation of digital experts for emergency response operations within the region. Secondary, the regional DT manager assists in the coordination and mobilisation of support for National Society level digital transformation and provides technical advice to NS on NS level IT infrastructure.
The position holder will also provide technical directions and guidance to the Country and Country Cluster Delegations with a view to harmonising and continuously improving IT procedures and processes between the Geneva Secretariat, Budapest’s Global Service Centre-IT (“GSC”) and the Region, and ensuring all regional offices comply with global IT standards and policies.
Job Duties and Responsibilities
Ensure the effective delivery of IT and telecommunications services across the region by establishing appropriate staffing or service provider arrangements. Manage and assign IT tasks within the team in accordance with agreed service levels, standards, policies, and procedures. Apply globally agreed support models in close collaboration with the Global Service Centre (GSC), using centralized IT service management systems and a follow-the-sun support approach. Oversee the management of IT and telecommunications equipment inventory in line with IFRC standards, ensuring cost efficiency and readiness for both routine and surge response needs. Ensure the proper functioning, installation, maintenance, and repair of IT and telecommunications equipment. Support contract negotiations for IT and telecommunications services in coordination with the DT Geneva Secretariat and the GSC in Budapest. Promote high-quality and reliable IT services, support user satisfaction surveys, and ensure accurate collection and analysis of service data and KPIs to inform reporting and continuous improvement.
Serve as a strategic partner to regional departments by leading and managing IT staff and supporting regional IT planning, budgeting, and resourcing. Collaborate with the global Digital Transformation (DT) team to identify business needs, information risks, and technology gaps. Act as a liaison between regional operations and IT, advising on opportunities, security, and requirements of IT systems, and supporting the integration of digital transformation objectives into plans and budgets. Foster strong collaboration with regional offices and global DT stakeholders, including DT Geneva, GSC Budapest, and DT Accelerator teams, and monitor global and regional initiatives to promote the efficient use of IT resources.
Ensure that all IT projects comply with established IT project management standards and processes. Work closely with Change Management and global IT expert teams to ensure adequate testing, documentation, and training for smooth transition into operations. Support the implementation of major IT projects, addressing architectural, operational, security, and lifecycle requirements. Collaborate with the Global Service Desk to support user education during the rollout of new systems and technologies.
Participate in defining, planning, and implementing the Secretariat’s Digital Transformation strategy, with a focus on regional digital and data needs. Contribute to the development and implementation of enterprise IT architecture and standards and stay informed on technological developments to provide strategic guidance and credible leadership within and outside the organization.

Ensure a robust internal control environment, including proper segregation of duties, clear accountability, physical and information security controls, and compliance with documentation and retention policies. Support the development and application of IT policies and procedures, monitor compliance, and support internal and external audits. Maintain the regional IT risk register in coordination with regional management and the DT CISO, act as the regional information security focal point, and ensure financial risk assessments are conducted for IT project proposals.
Coordinate with emergency operations managers to ensure the availability of IT and telecommunications resources for emergency response. Support National Society capacity building during emergencies, act as a regional focal point for digital and data technologies in emergency operations and support the mobilization of digital experts in coordination with the DT department in Geneva.
Support regional Digital Transformation initiatives for National Societies by identifying common priorities and applying appropriate support modalities, including digital maturity assessments and investment planning. Advise National Societies on available contracts, agreements, and technology partnerships, promote peer-to-peer networks and communities of practice, and collaborate with regional teams to build synergies and avoid duplication of efforts.
Lead and manage team members and oversee planning, budgeting, and resourcing processes to ensure adequate technical support across regional and cluster offices. Collaborate with other teams to deliver strategic initiatives, participate in regional IT forums and working groups, and support the development of global partnerships with the private sector, academia, and government entities.
Lead the implementation of mission-critical digital systems to enhance data quality, operational efficiency, traceability, and evidence-based decision-making. Ensure regional digital initiatives are demand-driven, aligned with Unified Country Plans, and prioritized based on operational value and readiness. Oversee the deployment of IFRC-endorsed digital platforms, promote responsible use of AI, and strengthen digital governance, data integration, and digital literacy across the region.
Education Recognized professional qualification in the area of engineering, telecommunications, computer science or equivalent technology work.
University degree in relevant area or equivalent experience
Experience 5 year minimum of work in computer systems (LAN, WAN TCP/IP connectivity, E-mail, application and user support domains).
Experience of project management within Information Technology.
Experience in providing training and facilitating workshops.
Experience working in a change management situation, preferably as an active participant in that change.
Knowledge, Skills and Languages
