Overview

Background

The RISE (Reaching Impact Saturation and Epidemic Control) program saves lives and improves health by controlling the HIV pandemic and strengthening global health security to limit the spread of deadly epidemics. The RISE program uses evidence-based practices to address critical priorities in HIV, global health security (GHS), maternal, newborn, and child health and nutrition (MNCH-N), tuberculosis (TB), malaria, health information systems, and supply chain management. neonatal, child, and nutrition health (MNCH-N), tuberculosis (TB), malaria, health information systems, supply chain and commodity management, and other cross-cutting areas.

In Burundi, Jhpiego is recruiting 2 Regional Monitoring and Evaluation (M&E) Officers to support the implementation of the RISE MNCH-N project in two regions; Gitega and Buhumuza provinces. The positions will be based in the communes of Gitega and Muyinga.

The Regional M&E Officer will play a key role in ensuring the quality of data collection, analysis, and reporting, as well as its use for decision-making from the provincial to the community level, in accordance with Jhpiego, U.S. Department of State, and national M&E requirements.

Responsibilities

Summary Scope of Work

The Regional Monitoring and Evaluation Officer is responsible for providing technical and operational support to the monitoring, evaluation, and learning (MEL) activities of the RISE Burundi MNCH-N project at the regional level. He/she ensures that project data from supported health facilities, community health worker groups, and implementing partners are collected, verified, analyzed, and reported in an accurate, complete, and timely manner.

Working under the supervision of the MEL Advisor, with a dotted line to the Regional Team Lead and in close collaboration with regional technical teams, the Regional M&E Officer will work closely with provincial, municipal, and district health authorities, facility staff, and community health workers to strengthen data quality assurance systems, promote data-driven decision-making, and enhance the effective use of routine health information systems to improve program performance across the assigned region.

Specific Duties and responsibilities

Routine Data Management & Reporting

Support health facilities, CHWs, and health districts in accurate and timely collection of MNCH-N related data.

Ensure proper use of standardized national data collection tools, correct application of indicator definitions, and adherence to approved reporting templates.

Compile, validate, and submit monthly, quarterly, and annual program data in accordance with Jhpiego, donor (DoS), and national reporting requirements.

Maintain organized documentation of regional M&E records as per Jhpiego regulations.

Data Quality Assurance (DQA)

Conduct routine data quality assessments and supervision visits at health facilities and community level.

Identify data quality gaps (accuracy, completeness, timeliness, consistency) and develop corrective action plans.

Provide field support to health facility staff, community health workers, and health districts in data management and reporting.

Data Analysis, Visualization & Use

Analyze regional data to track performance against targets and identify trends, gaps, and bottlenecks.

Develop and regularly update dashboards, summary tables, and data briefs for health facility/health district coaching, review meetings and decision-making forums.

Present findings during provincial/district review meetings to support adaptive management.

Promote a culture of data use for performance improvement at facility and district levels.

Health Information Systems (HIS) Support

Support the use and strengthening of national health information systems at the regional level.

Assist facilities in troubleshooting routine data reporting challenges.

Support integration and triangulation of project data with national HMIS data.

  Contribute to feedback mechanisms to health facilities and district authorities.

Capacity Building & Mentorship

Strengthen M&E capacity of health facility staff, data clerks, CHWs, and health district/province.

Provide training and supportive supervision on MNCH-N indicator definitions, reporting standards, and data management tools.

Support mentorship on data analysis and interpretation for decision-making.

Coordination, Learning , Collaboration & Documentation

Work closely with regional health offices, district health teams, and health information system managers within health facilities.

Coordinate with program, finance, and supply chain teams to ensure data consistency and triangulation.

Participate in regional coordination meetings and technical working groups as needed.

Document best practices, lessons learned, and success stories from the regions.

Maintain organized filing of M&E documentation (electronic and hard copy).

Contribute to learning products, success stories, and donor reports.

Support evaluations, assessments, and special studies as required.

Required Qualifications

Preferred Qualifications

Qualifications & Experience

Bachelor's degree in public health, statistics, epidemiology, monitoring and evaluation, or a related field.

At least 3 to 5 years of experience in monitoring and evaluating health programs, preferably funded by donors (USG).

Experience working with common health information systems is required.

Proficiency in configuration systems in data collection and reporting platforms commonly used by Jhpiego and the Department of Public Health (DHIS2, KOBO, etc.).

Strong data analysis and visualization skills using Excel or similar tools.

Experience working at the subnational/regional level (local office) is a major asset.

Language: Fluency in written and spoken Kirundi, English and French is required.
