IOM’s mission is to promote humane and orderly migration for the benefit of all, offering services and expert advice to both governments and migrants.The RRR project strengthens Cameroon’s migration governance by developing a national migration policy, enhancing institutional capacities for return, readmission and reintegration (RRR), and supporting holistic reintegration pathways. A major innovation under the project is the integration of a digitalization component, including the development of an Economic Opportunities Digital Tool and telecom-enabled mechanisms for communication, case follow-up, and access to services.Complementing this, the MPRR programme supports large scale individual reintegration and provides essential operational structures aligned with the integrated approach to reintegration.The Reintegration Assistant – Telecom Partnerships & Digitalization will support the digital transformation of the reintegration portfolio and ensure that telecom partnerships, digital tools and digital learning pathways are fully operational and accessible to beneficiaries and partners.ResponsibilitiesWork closely with Cameroon’s telecom regulator (ARCEP) to negotiate practical partnerships with the country’s major mobile network operators (MTN, Orange, Nexttel, and Camtel) to secure subsidized smartphones, affordable data packages, dedicated USSD/SMS services,, and zero-rated (free) access to the digital reintegration platform via USSD, WhatsApp Pro integration, and web—solutions tailored to Cameroon’s mobile-first context, where near-universal mobile penetration contrasts with limited internet access, especially in rural areas (estimated at just 41% as of 2025).Oversee the complete distribution process for connectivity kits, including IMEI and serial number registration (building and maintaining a consolidated database), stock management, warranty tracking, and after-sales support — all in full compliance with IOM supply chain procedures and in close coordination with the on-site asset manager.Forecast device and connectivity needs in coordination with the Supply Chain team, based on historical usage patterns and projected returnee inflows across priority regions (Centre, Littoral, West, Adamawa, East, Far North); simultaneously monitor telecom service quality and network coverage in these areas, swiftly addressing outages and performance issues through established rapid-escalation channels with operators in coordination with the Cameroon’s telecom regulator (ART) Systematically map active digital inclusion initiatives in Cameroon—including EU/Team Europe programs, ITU digital transformation projects, ILO’s digital TVET offerings, and local fintech/skilling hubs—to identify synergies with reintegration pathways.Design linkages between returnees and digital upskilling, e-entrepreneurship, e-learning platforms (e.g., Orange Digital Centres, UNDP’s YouthConnekt), and remote coaching systems.Desig
