Please join us in carrying out our mission ( [Click the Apply button below to see the contact details] Project Overview: The CDC-funded Achieving and Maintaining Epidemic Control through Comprehensive HIV/AIDS Prevention, Care and Treatment Services in the Kinshasa Region of the Democratic Republic of Congo (DRC) under the Presidents Emergency Plan for AIDS Relief (PEPFAR) project will work to increase population access to comprehensive HIV/AIDS services in order to decrease HIV/AIDS associated morbidity and mortality and contribute to successful epidemic control in the Kinshasa Region of the DRC. The project will focus on expanding existing prevention interventions, including prevention of mother to child transmission (PMTCT) of HIV and HIV prevention among key populations; care and treatment (C&T), including TB/HIV and sexual and gender-based violence services; HIV laboratory and related diagnostic services; and monitoring and evaluation (M&E) and quality improvement (QI) activities. Position Overview: The Quality Assurance (QA) / Quality Improvement (QI) Lead will be responsible for assisting the local level PEPFAR-supported HIV and TB/HIV implementing partners in integrating QA/QI tools for enhancing patient- and program-level outcomes and overall activities for the prevention, care, and treatment technical components of the project as they relate to QA and QI. S/he will work to improve STI management, enhance laboratory diagnostic capacity, including the care and treatment of opportunistic infections, strengthen interventions for intercurrent disease impacting HIV infected patients, including TB, and initiate programs to provide anti-retroviral therapy (ART). S/he will assist with rapid scale-up. Recruitment is contingent upon successful award of the project and the selection of final applicant is subject to CDC approval. Job Description: Strengthen the capacity to collect and use surveillance data and manage national HIV/AIDS programs by expanding HIV/STI/TB surveillance programs outbreak detection, investigation, and response and providing training for strengthening laboratory support; Assist District Health Management Teams and local implementing partners (IP) in using QA/QI tools and approaches for improved program outcomes, with a focus on undiagnosed populations, and laboratory services, with PEPFAR Implementing Partners; Provide ongoing support and assistance to staff for facility level improvement and to facilitate sharing sessions between facilities and build sustainability through investments in health systems; Maintain epidemic control through training staff on QI tools and evidence-based interventions and developing HIV service delivery cascade and improve data quality for decision-making; Support the integration of HIV, TB, and DR TB with focus on quality of care; Conduct and facilitate training related to TB, DR TB, HIV and NCDs management, both clinical and managerial with the intension of improving TB treatment outcomes; Work closely with Ministry of Health and facility personnel and other stakeholders e.g. laboratory services, pharmacy to develop and implement strategies to strengthen TB/HIV program management, relating to QA and QI and program management; Collaborate with NGOs/CBOs to facilitate continuity of care and improve TB, DR TB, and HIV treatment outcomes; Strengthen Public private partnership within the district; Support the monitoring and evaluation of all TB/HIV related activities; Supervise and manage health officers; and
Required Experience & Qualifications: Minimum of a college degree in Health Science (medicine, nursing, or laboratory), Public Health, or equivalent qualifications;
Minimum of seven (7) years demonstrated experience in laboratory and diagnostics serves related to HIV/TB, with focus on QA/QI;
Experience in training/coaching skills, team
