TERMS OF REFERENCE FOR THE PRODUCTION OF HIGH-QUALITY VIDEO AND AUDIOVISUAL DOCUMENTATION WITH PHOTOGRAPHIC CONTENT

  • At least five (5) years' experience in audio-visual production and production; 

  • Fluency in French and English; 

  • Be creative and original;

  • An experienced cameraman;

  • An experienced audio-visual technician;

  • An experienced assembly technician; 

  • An experienced graphic designer.

ABOUT GOOD NEIGHBORS CAMEROON

Good Neighbors is an international NGO with humanitarian aid and community development as its areas of intervention. Established in South Korea in 1991 and having established operational offices in nearly 51 countries around the world, it aims to make the world a place without hunger where people live together in harmony with activities focused on improving livelihoods, health conditions, education, hygiene, sanitation, access to drinking water, promotion of the rights of the child and disadvantaged people. Good Neighbors Cameroon recognizes that overcoming the malnutrition crisis in Mehe requires a transition from emergency aid to community-led resilience. Empowering families with climate-smart agricultural skills serves as a primary mechanism to protect children's rights and ensure long-term food security against environmental volatility. By providing training specifically adapted to Mehe’s harsh 9-month dry season and nutrient-poor soils, this project focuses on diversifying the local food basket beyond millet. We emphasize the adoption of sustainable organic methods and water-management techniques that allow farmers and herders to maintain production even during extreme weather. This approach ensures that producers gain the capacity to withstand climate shocks and provide the protein and vitamins essential for their children's cognitive and physical development.

I.    BACKGROUND AND RATIONALE

As part of its ongoing commitment to community health and the well-being of vulnerable groups in Cameroon, the NGO Good Neighbors is implementing a vital project to fight malnutrition. Faced with the persistent challenges of food insecurity and nutritional deficiencies, which particularly affect children under 5 years of age as well as pregnant and lactating women, this project aims to establish a sustainable and integrated response. This initiative aligns with national public health priorities to reduce infant mortality and improve growth indicators. The project is based on a holistic approach including early detection, nutritional management, and education of parents on good dietary practices based on local resources. Through rigorous follow-up and emotional support to families, the intervention seeks not only to treat acute malnutrition, but also to prevent relapses through community resilience. To ensure the sustainability of these actions, it is imperative to document the progress made, the challenges overcome and the testimonies of transformation. Audio-visual production here becomes a strategic tool for advocacy and transparency. It gives a voice to the beneficiaries and demonstrates the effectiveness of the care protocols put in place. It is with this in mind that Good Neighbors Cameroon is requesting the services of a Professional Videographer/Photographer to document the key stages of this nutrition project.

II.    OBJECTIVES OF THE MISSION

Good Neighbors Cameroon is looking for the services of an audio-visual production expert to capture and edit high-quality content that illustrates the direct impact of the project to combat malnutrition on the health of the target populations. The specific objectives of this mission are as follows:

  • Produce powerful visual narratives ("before/after" testimonies) showing the physical and emotional evolution of the children in care.

  • Capture awareness sessions, climate smart agricultural development activities, kitchen gardens and community farms, food and vitamin distribution activities, cooking demonstrations, and mass scouting activities conducted in the field.

  • Provide technical and financial partners with tangible visual evidence of the proper execution of activities and the use of resources. Note: The videographer is free to surround himself with technical assistants to guarantee optimal quality, the human logistics remaining at his discretion and not at the expense of Good Neighbors Cameroon. Good Neighbors Cameroon is responsible for:

  • Guarantee access to all the information necessary for audio-visual production;

  • Carry out all prior preparations at the community level for filming;

  • Provide transportation from Maroua to Mehe for the filming process;

  • Follow up until the final delivery of videos and photos.

**III.

MISSION

DESCRIPTION**

The videographer, professional photographer will have to produce 1 documentary video in the time interval of 8 minutes and carry out the following activities   

  • Participate in working sessions with the Assistant Program Manager to develop and refine the proposed scripts, scenarios, short videos for better publication in social networks, YouTube... throughout the duration of the project;

  • Produce an audio-visual documentary covering technical, artistic and administrative aspects, including pre-production (synopsis, script, production file), production (framing, lighting, sound) and post-production (editing, mixing, sound effects, colour grading)

  • The videographer/photographer will be required to travel to the field whenever the team organizes an important activity mentioned in Section VIII to ensure comprehensive coverage.

  • Travel to the village of Méhé (Meme Commune, Mayo-Sava Department, Far North Region of Cameroon) to film the videos in collaboration with the GNCMR team, using professional equipment (high quality camera, drone, high-performance microphones, etc.). 

  • Take at least 15 high-quality photos for each featured activity filmed;

  • Clean and edit all video footage, audio-visual, including: English subtitles, English voiceover, GNCMR logo, royalty-free music, to create compelling narratives; 

  • Edit and deliver a minimum of four (04) short videos (in the appropriate format for Instagram, Facebook, or YouTube Shorts) for each major activity filmed, intended for social media posting;

  • Integrate graphics, documentary animations to enhance the emotional impact of the scene and other visual elements to enhance storytelling;

  • Harmonize the colours and brightness of the shots;

  • Use any additional elements provided by GNCMR for mounting;

  • Transmit all raw videos, images and edited content to GNCMR via an external hard drive.

IV.    EXPECTED DELIVERABLES

  • High-quality documentary video of each shoot lasting 08 minutes;

  • Delivery of videos in different formats that can be used on several platforms, including social networks and presentations in French and English;

  • A minimum of four (04) edited short videos per major activity, optimized for social media (examples: Instagram, Facebook, YouTube Shorts), will be delivered to GNCMR.

  • A collection of at least 15 high-quality photos, taken during each activity, suitable for documentation and promotion.

  • The videographer will conduct 8 to 9 field visits throughout 2026, delivering a short video within one week of each major activity. During this time, the main documentary will be edited progressively and delivered following the final project activity.

  • Raw and edited videos and photographs will be transmitted to GNCMR immediately after each filming activity.

  • Copies of the videos or the film in French and English in beta format (MPEG1 video format, approximate size 352 x 288) and VHS, MP4 format

V.    QUALIFICATIONS AND EXPERIENCE REQUIRED

  • Minimum 05 years of experience in professional videography/photography; 

  • Specialized diplomas at Bac+2 level such as a BTS (audio-visual professions, graphic design) or a Bachelor's degree (Bac+3) in schools or university training in cinema, media, communication, journalism or computer science are an excellent base, a major asset;

  • A strong portfolio demonstrating the quality and creativity of the work (links to the videographer's recent work should be shared as this will be a string basis for the evaluation);

  • Proven experience in filming and editing committed documentaries (share links to their documentary videos);

  • Proven proficiency in script development and engaging scenes;

  • Ability to deliver within the set deadlines;

  • The videographer should ideally reside in the Far North Region or surrounding regions.

  • Proof of the availability of the equipment needed to produce quality videos and photos 

  • Any similar experience with international organizations will be considered an advantage.

VI.    OWNERSHIP AND PROPRIETARY RIGHTS

Good Neighbors Cameroon will retain exclusive ownership and copyright on all videos and photographs produced and edited during this project.

VII.    COMPLIANCE REQUIREMENTS

The selected professional will be required to comply with Good Neighbors' protection policy to ensure the safety and well-being of vulnerable individuals.  GNCMR responsibilities are added here to ensure that the videographer has all the necessary support and information.

  • Guarantee access to all the information necessary for audio-visual production;

  • Carry out all prior preparations at the community level for filming;

  • Provide transportation from Maroua to Mehe for the filming process;

  • Follow up until the final delivery of videos and photos;

  • Share with the videographer/photographer all the essential knowledge and information of the project (objectives, expected results, key stories) that could enrich the audio-visual content.

  • Provide the videographer/photographer with clear guidance on the types of specific shots, scenes, and photographs to capture for each activity.

  • Communicate to the videographer/photographer the desired format, style, and tone for editing social media videos.

  • Provide the videographer/photographer with the detailed business plans and schedules of the GNCMR team in advance, in order to facilitate their planning work and ensure their presence at important events.
