Finance Officer, Yaounde, Cameroon Organization: FHI 360 Country: Cameroon City: Yaoundé Office: FHI 360 in Yaoundé, Cameroon Project Description Meeting Targets and Maintaining Epidemic Control (EpiC), a
global project funded by the U.S. President's Emergency Plan for
AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that
provides strategic technical assistance and direct service delivery
to achieve HIV epidemic control among all at-risk populations;
strengthen global health security (GHS), including outbreak
response; expand tuberculosis detection and treatment (TB), improve
maternal and child health (MCH), address malaria; and promote
health systems strengthening (HSS) including supply chain
management. The EpiC Cameroon buy-in will support the continuation and
expansion of life-saving HIV prevention, treatment, care, and
support services in Cameroon, building upon the foundational work
of previous PEPFAR-funded initiatives. The focus will be on
strengthening community-led platforms and integrating them with
facility-based systems to increase access to quality HIV-related
services, particularly for populations at higher risk of HIV, long
distant truck drivers (LDTD), Children and Adolescents Living with
HIV (C/ALHIV), HIV-exposed infants (HEIs), and their
caregivers. The program will contribute to closing gaps mainly towards HIV
case finding (the first 95) while maintaining the gains of the
second and third 95 of the UNAIDS target. Collaboration with the
Government of Cameroon (including the Ministry of Public Health and
the National AIDS Control Committee), PEPFAR clinical partners, the
Global Fund, and local community organizations will be essential to
ensure the delivery of high-quality, evidence-based case finding,
family-centered where necessary and population-specific
interventions. Job Description The Finance Officer will manage Finance and Administrative
Associate/s, and report to the Senior Finance & Operations
Officer and is responsible for performing accounting functions and
conducts the theory and practice of recording, classifying,
examining and analyzing data and records of financial transactions.
The role coordinates financial and accounting operations, supports
overall financial monitoring, and provides guidance to project
finance and operations staff to help ensure the fiscal
well‑being of the project. Reviews and
consolidates Country Office financials on a monthly basis.
Processes and records journal entries, cash receipts/field cash
management and wire payments. Responds to inquiries and assists in
trainings. Maintains general ledger accounts and supporting
sub-ledgers and produces various accounting reports. Participates
in various accounting projects including external or internal
audits, system upgrades, changes to accounting processes or
procedures and other projects as assigned. Job Responsibilities: Applies accounting principles and practices to a limited range
of accounting, budgeting, forecasting, cost accounting and/or other
fiscal functions. Provides support for field programs by conducting live meeting
training on financial systems and processes. Reviews Country Office monthly financial reports for month end
closings involving cash and travel reconciliations, accuracy of
reports, and cost allowances. Work may include: reconciliation of accounts or reports,
examination of various financial statements for accuracy,
completeness, and conformance to guidelines, and maintenance of
subsidiary ledgers. Assists in various financial analysis projects and closure of
accounting records. Reconciles sub recipients with the General Ledger
accounts. Reviews inter department cash requests and journal
entries. Assists with internal and external audit request. Prepares field office risk assessment reports. Independently applies accounting principles and practices to a
variety of accounting, budgeting, forecasting, cost accounting
and/or other fiscal functions. Demonstrates mastery of Generally Accepted Accounting
Principles (GAAP) applicable to the non-profit sector in Cameroon,
including the OHADA accounting framework and donor-specific
reporting standards. Applies in-depth knowledge of Cameroonian tax law, particularly
as it pertains to non-profit organizations, ensuring compliance
with statutory obligations such as VAT, WHT, and CIT. Supports the VAT recovery process for eligible project
expenditures, including documentation, submission, and follow-up
with the Directorate General of Taxation. Advises on tax exemptions and financial efficiencies available
to non-profit entities under Cameroonian law, contributing to
strategic financial planning and risk mitigation. Work may include: account report preparation and
reconciliation, development and implementation of control systems
for determining and distributing costs, working with administrators
to develop and operate accounting systems, examination of a variety
of accounting documents to verify conformance with internal
policies and external accounting standards. Prepares reports and statements requiring interpretation and
