### 📌 * You accept our Terms and Conditions and Privacy Policy Job Description Recruitment of Media Firm – 12-Months Framework Agreement Organization: World Vision Sierra Leone (WVISL) – Global Fund Health Projects Date of Issuance: 17/03/2026 Closing date: 31/03/2026 1. Background World Vision Sierra Leone (WVISL) serves as Principal Recipient under the Global Fund Grant Cycle 7 (GC7) for the period 1 July 2024 to 30 June 2027. The grant supports national efforts to combat HIV, Tuberculosis (TB), and Malaria, while strengthening Resilient and Sustainable Systems for Health (RSSH). The programme prioritizes improved access to HIV services for Key and Vulnerable Populations (KVPs), strengthened TB and malaria diagnosis and treatment, reinforced supply chain and laboratory systems, and the promotion of human rights and stigma reduction. Achieving these outcomes requires technically accurate, rights-based, and measurable communication interventions. WVISL therefore seeks to establish a 12-month Framework Agreement with a qualified media firm to provide strategic communication production, dissemination, and performance monitoring services in alignment with national standards, Global Fund requirements, and World Vision policies. 2. Objectives Overall Objective To strengthen awareness, behaviour change, human rights protection, and service uptake for TB, HIV, Malaria, and RSSH interventions through the development, dissemination, and monitoring of high-quality strategic communication materials. Specific Objectives The assignment seeks to: Improve access to accurate and audience-appropriate information on TB, HIV, Malaria, and RSSH. Promote human rights and reduce stigma and discrimination affecting Key and Vulnerable Populations. Ensure broad and targeted dissemination of approved communication materials across appropriate media platforms. Establish systematic monitoring of communication performance to inform continuous improvement. 3. Scope of Work The selected media firm will provide end-to-end communication support under this Framework Agreement. 3.1 Communication Strategy and Planning: The firm will submit an implementation report outlining audience segmentation, key messaging frameworks, dissemination strategy, and a monitoring approach after every activity. Task-based communication plans will be developed in consultation with WVISL and aligned with Global Fund visibility and national health communication standards. 3.2 Content Development and Production: The firm will design and produce technically accurate, audience-segmented communication materials covering TB, HIV, Malaria, and RSSH. Outputs will include radio content (jingles, spot messages, talk shows), short audio- visual products, digital media content, and print-ready IEC materials where required. All messaging must incorporate behavior change principles, clear calls-to-action, and rights- based approaches, particularly addressing stigma and discrimination affecting KVPs. Materials will be subject to technical validation and written approval by WVISL prior to dissemination. 3.3 Dissemination and Media Placement: The firm will implement an approved dissemination plan that ensures national and community-level reach, including high-burden and hard-to- reach districts. This will include management of broadcast airtime, coordination with media outlets, and maintenance of proof-of-airing documentation. Digital dissemination shall include a platform-justified strategy utilizing priority social media channels such as Facebook, WhatsApp, YouTube, X (Twitter), and other relevant platforms based on audience analysis. Content must be adapted appropriately for each platform and comply with safeguarding and confidentiality standards. 3.4 Monitoring, Reporting, and Learning: The firm will track dissemination outputs and engagement indicators, including estimated audience reach, frequency of airing, social media impressions, engagement rates, and relevant audience feedback. Monthly performance reports and quarterly analytical summaries will be submitted, including practical recommendations to enhance effectiveness and impact. 4. Deliverables Deliverables under the Framework Agreement will include: Report on disseminated messages and annual communication plan Approved scripts and finalized production materials Broadcast schedules and proof-of-airing documentation Digital content calendar and analytics summaries Activity performance reports with recommendations Final consolidated communication and performance report at contract close 5. Duration The Framework Agreement will be valid for 12 months. Specific assignments will be issued through task orders. Renewal will be subject to satisfactory performance and organizational requirements. 6. Required Qualifications The firm must demonstrate: Proven experience in health communication and behavior changes campaigns. Experience in HIV, TB, malaria, or public health programming. Experience integrating human rights and stigma-reduction messaging. Strong radio and audio-visual production capacity. Demonstrated digital campaign management and analytics capacity. Qualified technical team (producers, editors, digital specialists). Ability to meet deadlines and deliver high-quality outputs. 7. Evaluation Criteria Proposals will be evaluated using the following weighted criteria: Technical Experience and Capacity – 35% Proposed Methodology and Dissemination Approach – 35% Portfolio and Demonstrated Quality of Work – 15% Financial Proposal and Cost-Effectiveness – 15% 7. Reporting and Supervision The firm will report to the associated Technical Director and Communication Manager, World Vision International Sierra Leone, and coordinate with the Global Fund Project Team. All materials require prior written approval before dissemination and must comply with Global Fund branding requirements, national standards, and World Vision safeguarding policies. 8.
