It aims to strengthen the sub-national financing chain in Côte d’Ivoire around three complementary axes: the mobilization of local authorities’ own revenues and tax digitization; the operationalization of the Support Fund for Territorial Collectivities (FACOT) as a national public vehicle for financing local investment; and the establishment of a governance mechanism for access to territorial financing, accompanied by certified risk-sharing instruments and a pilot project.
Duties
Under the direct supervision of the United Nations Environment Programme (UNEP) Representative, the volunteer will perform the following tasks.
He/she will analyze and identify investment opportunities on Climate, identify and prioritize projects based on the territorial development plan, regionalized CDN 3.0 priorities and Agropoles opportunities, and maintain the portfolio register of the territory: stage of maturation, need for financing, anticipated instrument, milestones, risks. He/she will structure financing in the regions by supporting the design and structuring of bankable projects with a high impact on the Sustainable Development Goals (SDGs), by contributing to the development of innovative financing mechanisms: green bonds, blended finance, guarantees, impact investment funds, by participating in negotiations and monitoring partnerships with development financial institutions (DFIs), development banks and private funds, and by facilitating training processes.
He/she will support project leaders: local authorities, to strengthen investment programming, project maturation and local revenue systems; SMEs, cooperatives and producer organizations, on economic models, financial projections, ESG (Environmental, Social and Governance) and climate metrics, as well as business continuity in the face of climate shocks and disasters. He/she will organize the interface with banks, microfinance institutions (MFIs), guarantee structures and, if necessary, the insurance component.
He/she will coordinate and engage stakeholders by liaising between UNEP and actors of the investment ecosystem at the regional level: the private sector and other institutions in the territory. He/she will represent UNEP at the regional level in investment-related forums, conferences and technical meetings in different regions, organize and facilitate capacity-building workshops for national counterparts, and support inter-agency coordination of the United Nations system on financing for development issues.

- •Never pay any amount of money — for a file, a training, a uniform, or an interview. A real employer never asks the candidate to pay.
- •Never send a photo of your ID card, passport, or banking details before you have physically verified the employer exists.
- •Always meet in a public place, during the day — never an isolated address, a private home, or a location you cannot verify in advance.
- •Tell a relative or friend exactly where you are going, with whom, and at what time — and share your live location if possible.
- •Search the company name online before going: a real business has a trace (website, reviews, other employees, an official address).
- •A salary that is far above the market rate for the position and the city is a red flag — be extra cautious.
