GENERAL INFORMATION

The République Benin has launched an ambitious economic development program to position the country as the reference in terms of service platform in West Africa and to make Information and Communication Technologies Communication the main lever of its socio-economic development. The Agency for Information Systems and Digital (ASIN) is a government agency under the dual supervision of the Ministry of Economy and Finance and the Ministry of Transformation Digital and Innovation, responsible for ensuring the operational implementation of programs and projects within the framework of service and system development strategies secure information in Benin.

CONTEXT AND SCOPE OF THE POST'S MISSION

The Digital Certificate Registration Agent is the person responsible for all activities within the Public Key Infrastructure (PKI) related to life cycle delivery and management digital certificates of users.

Responsibilities

• To perform the function of central registration authority;

• Verify and authenticate the identity of certificate applicants in accordance with certification and registration procedures;

• Issue certificates to employees and legal persons of the State in the administration public;

• Provide support to holders to renew, revoke or suspend their certificates digital;

• Keep records of identity checks carried out;

• Coordinating the activities of Local Registration Authorities in accordance with local registration policy certification;

• Assisting Local Registration Authorities in developing their procedures registration in accordance with the certification policy;

• Ensure that Local Registration Authorities issue and manage certificates in accordance with their registration procedures and certification policy;

• Ensure compliance with electronic certification policies and procedures and the best information security practices;

• Train Local Registration Authorities to take control of registration applications

• Support the promotion of the use of digital certificates;

Other information

• Perform any other tasks assigned by the supervisor.

TRAINING, KNOWLEDGE, EXPERIENCE AND LANGUAGES

EDUCATION

Hold at least a Bachelor's degree (BAC) + 3) in computer science, system security information, communication or any other training of equivalent level.

KNOWLEDGE & SKILLS

• Good knowledge of Public Key Infrastructure (PKI): understanding the principles of functioning of a PKI, the roles of the Certification Authority (CA) and the Authority Registration (AE), as well as notions of digital certificates, electronic signatures, encryption and management of digital identities;

• Control of the application, issuance, renewal, suspension and revocation of electronic certificates;

• Ability to verify the identity of the applicant, the apparent authenticity of the supporting documents and the consistency of the information provided;
