Environmental and Social Expert AMBATONDRAZAKA

Area of intervention: Region Alaotra Mangoro, in the rural communities around Lake Alaotra Jiro Kanto Sarl, a subsidiary of IED Invest, is a rural electrification operator operating in the Alaotra Mangoro region around Lake Alaotra. It currently operates two small hydropower plants as well as a medium and low voltage electricity distribution network. It is currently carrying out large-scale work at plant and network level, with a target of more than 10,000 connections by the end of 2027. As part of its development, it also plans the development of new electricity production and distribution sites, from the studies phase to the works and operation phase. In order to strengthen its internal skills, Jiro Kanto is looking for an E&S Expert (works and operation phase). He/she will be responsible for preparing and monitoring the studies and authorizations required, controlling the risks and impacts of projects, ensuring compliance with environmental and social commitments in the works phase and in operation phase. Mission 1: ESG Studies and Monitoring (Work Phase)

• Identify the environmental and social studies and authorizations required, in accordance with the regulations applicable to Madagascar, and propose an adapted methodology for their realization.
• Analyze and propose the environmental and social risks and impacts of projects, define realistic avoidance, mitigation or compensation measures and estimate the costs of implementing GMPs.
• Establish and follow up the files for the acquisition of the environmental authorization.
• Integrate environmental and social issues in the preparation of future projects of Jiro Kanto, notably by drafting environmental and social clauses for DAO works.
• Ensure regulatory monitoring of environmental and social requirements applicable to the activities of Jiro Kanto

Other information

• Ensure the implementation and monitoring by rigorous monitoring of commitments resulting from PREE/PREES, GMPs, environmental authorizations and other applicable documents
• Analyze and validate the GMPs of construction companies and ensure compliance with company commitments
• Develop monitoring tools, E&S indicators and dashboard,
• Monitor these indicators and propose corrective actions in case of deviation
• Ensure the relationship, monitoring, reporting and coordination with the competent authorities (MEH, ONE) on the environment and social aspects Mission 2: Health, safety and working conditions (works and operation phase)
• Follow, with the technical teams and companies involved, the application of health, safety, hygiene and environmental measures on construction sites.
• Check that E&S risks are taken into account in the preparation and execution of work, particularly in terms of signalling, securing construction sites and preventing accidents
• Contribute to the follow-up of incidents and accidents, corrective actions and awareness raising including electrical safety, site risks, working conditions and prevention of gender-based violence and harassment.
• Train and educate Jiro Kanto employees on HES requirements for work performed in management and operations, and implement compliance and performance monitoring tools Mission 3: E&S Impact Assessment
• Identify and document the actual impacts of MT/BT line work on the lands crossed, crops, property and activities of the owners and users concerned
• Refer to applicable regulations and competent authorities to determine Jiro Kanto’s compensation obligations
• Evaluate and quantify any necessary compensation, develop a compensation plan and contribute to their negotiation with the owners and users concerned
• Establish and manage complaint management systems, land agreement management and follow-up on corrective actions
• Participate in the development of indicators and the assessment of environmental, social and socio-economic impacts.
