Responsibilities

... Area of expertise Public health / health-environment / epidemiology / adaptation of the health sector to climate change. Purpose of consulting Lead the public health and strategic planning component of the National Vulnerability and Adaptation Assessment (EVA) of the health sector to climate change and coordinate the development of the new National Adaptation Plan (NAP) Health, in collaboration with the national consultant n°2. Background Climate change is now one of the world’s major public health threats. Changes in temperatures, disruptions in rainfall patterns, extreme weather events and the degradation of natural resources directly and indirectly influence the health status of populations, jeopardizing their well-being and exacerbating existing health vulnerabilities. In Burkina Faso, climate change is a growing public health threat due to extreme thermal shocks, erratic rainfall and increased frequency of extreme weather events such as droughts and floods. These disruptions promote the spread of climate-sensitive diseases, including malaria and dengue fever, diarrhoeal diseases and acute respiratory infections, while exacerbating food insecurity and malnutrition. Aware of these challenges, Burkina Faso has joined global initiatives to strengthen the resilience of the health sector to climate change. The country signed the Declaration of Commitment to Climate Resilient Health Systems at COP26. However, key national policy documents need to be updated: the latest Health Sector Vulnerability and Adaptation Assessment (HVA) was completed in 2017, while the National Health Sector Adaptation Plan (NAP) covers the period 2014-2015. In accordance with the guidelines set out in the reference TDR, the development of the new health NAP will be preceded by an EVA to identify climate-related health risks, analyse current capacities of the health system and define priority adaptation measures. The Ministry of Health, with the technical and financial support of WHO, plans to recruit two national consultants with complementary profiles. Tasks and Responsibilities Develop, in conjunction with Consultant No. 2, the detailed methodology, work plan, time chart and implementation tools. Conducting the 2017 Health Sector EVA and ANP Health Review 2014-2015 They have come to an end, with a focus on the health, institutional, strategic and resilience dimensions of the health system. Collect and analyse stakeholders’ concerns about the vulnerability and adaptation of the health sector to climate change. Contribute to the launch meeting and organization/facilitation of national workshops for framing, data validation, finalization, validation and adoption of reports. Lead the analysis of health vulnerability, adaptive capacity and resilience of the health system by integrating climate-health data produced with consultant n°2. Ensure the main drafting of the interim and final report of the EVA of the health sector. Assume the main drafting of Draft 0 and then the finalized version of the new NAP Health covering a period of two years. Develop the logic framework, monitoring and evaluation framework and planning/investment elements of the new NAP Health. Take into account, with consultant n°2, the amendments resulting from the preparation and validation workshops and ensure the final consistency of the documents. Deliverables and deadlines The consultant will contribute to the common deliverables below, with primary technical responsibility for the components within his or her area of expertise and in close coordination with the other consultant. • •Never pay any amount of money — for a file, a training, a uniform, or an interview. A real employer never asks the candidate to pay.
  • •Never send a photo of your ID card, passport, or banking details before you have physically verified the employer exists.
  • •Always meet in a public place, during the day — never an isolated address, a private home, or a location you cannot verify in advance.
  • •Tell a relative or friend exactly where you are going, with whom, and at what time — and share your live location if possible.
  • •Search the company name online before going: a real business has a trace (website, reviews, other employees, an official address).
  • •A salary that is far above the market rate for the position and the city is a red flag — be extra cautious.
