Job Description In view of the completion of the fourth General Census of Population and Housing (RGPH-4), which is planned for 2028, and following the United Nations Regional Workshop on the 2030 Cycle World Programme of Digital Censuses of Population and Housing on innovative approaches, Madagascar, through the Central Bureau of Census (BCR) within the National Institute of Statistics (INSTAT) and with the support of the UN Major Training Officers. Following the sharing of experiences from other countries, the use of this digital tool during the training of mapping agents is a major innovation that would standardize training while ensuring quality. Indeed, the realization of a census with a strong digital component requires an adapted census mapping, constituting one of the technical bases of the operation. Given the size of the national territory and the high number of agents to be recruited for this large-scale operation, the Cartography and GIS Unit is preparing, updating, digitizing and validating the cartographic funds necessary to establish the enumeration areas. This work involves the adoption of complex methodology and techniques, as well as the use of innovative tools and materials. In order to ensure a homogeneous appropriation of these procedures by cartographers, the BCR wishes to use the services of an individual multimedia consultant to transform existing technical content into educational audiovisual media. The use of these videos is a test to ensure harmonized training in all regions for the GDPR-4. The general objective of the mission is to design and produce, from the modules and technical contents validated and provided by the Cartography and GIS Unit, a set of educational video tutorials on certain modules to test the use of digital in the training of mapmakers agents of the RGPH-4 and to evaluate the level of understanding and practice of procedures relating to census mapping. The mission is to identify content that requires or can benefit from an audiovisual presentation. Analyze course materials and practical demonstrations provided by the Cartography and GIS Unit. Elaborate pedagogical structuring, scripts and storyboards of sequences. Take screenshots (demonstrations of the use of the CAPI application) and shots. Perform editing, basic graphic dressing, narration (voice-over) and essential subtitling. Integrate the observations made by the OCR during the validation process; Deliver optimized final video files and source projects (rush). He will be in charge of: Phase 1: Framing, Scripting and Structuring (Days 1 to 4)Get acquainted with the technical modules and scoping meeting with the Cartography Unit. Make the final selection of tutorial topics (within the limit of 20-25 min). Write simple text scripts and storyboards. Establish a production plan for the Deliverable Phase 1 videos: Production plan and Scripts/Storyboards subject to validation. Phase 2: Capture and Record (Days 5 to 7)Ensure screenshots of manipulations on the collection application (CAPI). Ensure additional shooting/shooting (if necessary). Ensure the recording of voiceovers (narration). Phase 3: Post-production and Editing (Days 8 to 12)Do video editing, integration of a dynamic graphic layout (titles, zooms on icons, visual annotations). Ensure audio tuning, discreet sound dressing and subtitle inlay. Deliverables of Phase 3: Preliminary versions (V 1) of the videos. Phase 4: Corrections and Finalization (Days 13 to 15)Integrate feedback/observations made by the BCR. Ensure the finalization and delivery of documents for archives. Deliverables from Phase 4: Final Videos (V 2), Source Files and End of Mission Report. Duration of the mission The duration of the mission is 15 working days Expected Results The work is carried out globally in Antananarivo with the possibility of remote work. However, the consultant must be available at any time when there is a need to exchange face-to-face. Possibility of travel to Antsirabe for video shooting, where the trainers are at a time of consulting. Deliverable 1: Detailed production plan (list of 3 to 5 tutorials, duration of each sequence, chronogram). Deliverable 2: Scripts and Storyboards validated. Deliverable 3: Preliminary versions (V 1) of the video tutorials for proofreading. Deliverable 4: Final videos (V 2) in MP4 format (1080p) and compressed version for smartphone/tablet. Deliverable 5: Source files (Adobe Premiere Pro/Da Vinci Resolve editing projects, graphics, separate voice-overs). Deliverable 6: End of mission summary report (2 to 3 pages). Expected Lead Time And Visual Media Indicated in the Final Video (V2) Deliverables on USB media in MP4 format (1080p) and compressed version for smartphone/tablet. Submission of draft versions of scripts and videos for validation Final versions at the end of the mission Supervision Close collaboration with training managers Planned Move Planned Move to site (Antsirabe) where the BCR technical team is located for phase 1 (7 days) and phase 4 (2 days). The costs and expenses related to the travel of the consulting team are entirely at his expense Qualifications And Experience The consultant must have the following qualifications:Hold at least a Bac degree+3 in communication, audiovisual, multimedia or equivalent field; Demonstrate proven experience in directing, filming and video editing, with a portfolio of achievements to support; Have a good command of video editing and dressing software (Adobe Premiere Pro, After Effects, Da Vinci Resolve or equivalent); Have proven skills in scripting and popularizing technical content for a non-specialist audience; Experience in the production of educational or training materials would be an asset; Having previously worked on projects with public institutions, statistical agencies or technical and financial partners would be an asset; Demonstrate creativity, a sense of organization and the ability to work in teams and on short deadlines; Have its own filming, mounting and storage equipment (including supports for deliverables); Specify the technical resources mobilized for the mission. Have your own means of travel and other expenses (accommodation, subsistence) during the service period (In Antananarivo or outside Antananarivo). Fluency in written and spoken French; ability to work in English. Contributions provided by UNFPA or the implementing partner: The consultant will work under the authority of the Director General of INSTAT and the UNFPA Representative a. i. and under the direct supervision of the Coordinator of the Central Census Office (CCR) and in close collaboration with the Head of the Cartography and GIS Unit and the technical trainers concerned, who will provide him with the necessary content, training modules and video validations.
