Position Title : National Project Officer | Emergency Response | Roster only Duty Station : IOM Philippines Country Office Classification: General Service, UG Type of Appointment: Special Short-Term Estimated Start Date: ASAP Closing Date : 11 October 2026
This Call for Applications aims to establish a roster of qualified candidates who may be mobilized to support the Mission’s surge staffing requirements during disasters, emergencies, and other humanitarian response operations. Please note that there is currently no confirmed start date or immediate deployment opportunity associated with this roster. The engagement of roster members will depend on operational requirements, the nature and scale of emergency responses, funding and budget availability, and the Mission’s staffing needs. Candidates who submit an application acknowledge their interest in being considered for future emergency response assignments and are expected to maintain their availability should their services be required. If selected for deployment or engagement, roster members must be locally available and be prepared to promptly complete all necessary onboarding, documentation, and administrative requirements within the prescribed timeframe.
As part of your application, kindly submit a cover letter indicating any relevant experience in emergency response and/or the following areas: Shelter, Water, Sanitation and Hygiene (WASH), Cash-Based Interventions (CBI), Mental Health and Psychosocial Support (MHPSS), Community Mobilization, Information Management and Reporting, and Health. Your cover letter should briefly describe your experience, key responsibilities, and any relevant skills or training related to these areas. Responsibilities Support with the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor’s requirements.

Keep the supervisor informed on the status of project implementation; identify gaps and suggest actions to improve implementation. Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures.
Formation / Diplômes
Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities. Attend relevant working groups, interagency coordination meetings, and other forums. Supervise and provide technical guidance to project staff. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.

Expérience
Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or, Master’s degree in the above-mentioned fields Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and, Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Skills Extensive experience in implementing or overseeing humanitarian or emergency response operations. Demonstrated ability to interact with national- and/or regional-level government counterparts, donors, and inter-agency clusters. Experience in working with Internally Displaced Persons (IDPs) and other vulnerable groups. Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Languages All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish). For this position, Tagalog is required. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
