Recruitment of an Expert from the online press community

The Office of Organization and Methods (BOM) relays a call for applications from the Government of the République Senegal for the recruitment of an expert from the online press community, called to sit on the College of the National Council for Media Regulation (CNRM).

Background

In the context of strengthening democracy and the rule of law, the Government of Senegal intends to consolidate and strengthen the role of sentinel previously played by the communication sector, in order to guarantee the effectiveness of individual and collective freedoms, particularly through access to information for citizens. Following the adoption of a new Press Code in 2017, several reforms in the sector were necessary to achieve this objective. This is mainly the adoption of Law No. 2026-09 of 10 April 2026 setting up a media sector regulatory body called "National Council for Media Regulation", replacing the "National Council for Audiovisual Regulation".

The strengthening of the CNRM's regulatory intervention capacity appears to be a necessity in order to meet the new challenges introduced by the new law. Thus, the realization of new missions requires the mobilization of a highly qualified human capital. It is in this context that the Government of the République of Senegal launches a call for applications for the positions of members of the CNRM College, which will be appointed by decree in accordance with Article 11 of Law No. 2026-09 of 20 April 2026. This call is open to all Senegalese, in accordance with the principles of transparency, equal opportunities and merit.

Duties

The incumbent participates in the deliberations of the NCRM, including providing expertise on online press issues. Its main tasks and responsibilities are to ensure the enforcement of laws and regulations governing media regulation, to approve the strategic directions and documents of the NRMC, and to approve the management documents of the NRMC.

Candidate profile

The candidate must hold a Master’s degree or equivalent (Bac+5 minimum), with a specialty in online press.

Experience

Professional experience of at least 5 years in the field of online media is required. Experience in a regulated sector will be an asset. The position also requires a mastery of the international standards and norms of online media.

Skills

The candidate must master the international standards and norms of online media. It must also have expertise on issues related to media content creation, as well as the laws and regulations governing media regulation, NCRM policy guidance and documents, and NCRM management documents.
