The Mission Lead for the World Bank Acceleration Program in Madagascar will provide strategic, technical, and operational leadership for the PIC 3 Acceleration Program, a multiphase initiative supporting high-potential SMEs and startups in agribusiness and digital sectors. This role ensures program quality, alignment with international acceleration standards, and seamless coordination among consortium partners and stakeholders. The Mission Lead will oversee all program phases—from company selection to financing and market access—while fostering gender inclusion and strengthening Madagascar’s entrepreneurial ecosystem. Fluency in French is mandatory, with proficiency in English and/or Malagasy considered an advantage. Based in Antananarivo, the position may include visa sponsorship if necessary. Reporting to the HQ Project Director, the Mission Lead will supervise a team of 3-4 direct reports, with oversight of up to 12 staff and subcontractors. Key responsibilities include defining and implementing the acceleration methodology, coordinating consortium interventions, and ensuring transparent company selection processes. The role also involves supporting beneficiary companies in fundraising, investment readiness, and market expansion—both nationally and internationally—while managing grant disbursement and compliance with fiduciary and social safeguards. Additionally, the Mission Lead will establish and maintain a robust monitoring and evaluation system, tracking performance metrics such as revenue growth and job creation, and serving as the primary liaison with PIC 3 and the World Bank.
Expérience
Candidates must hold at least a Master’s degree (BAC+5 equivalent) in management, finance, entrepreneurship, or a related field, alongside ten years of experience in designing and managing acceleration or business support programs, preferably in international or emerging markets. Strong expertise in grant management for SMEs or startups—particularly within donor-funded programs—and deep knowledge of acceleration methodologies are essential. The ideal candidate will demonstrate a proven track record in fundraising support, market access facilitation, and multi-stakeholder coordination, with prior experience in Madagascar highly desirable. Fluency in French is required, with additional proficiency in English and/or Malagasy preferred.
