Project Support Manager Beloha

Starting Date / Initial Contract Details December 2026, Full-time, 12 months (potentially extendable) Role Summary The Project Support Manager (PSM) coordinates and manages support functions including general administration, base management, finance, human resources, logistics and staff health. With line management responsibility for staff involved in support roles, including Finance and Logistics and under the direct line management of the Project Coordinator. In the absence of the Project Coordinator, the Project Support Manager also oversees security and represents Medair at relevant meetings with contractors, local authorities, NGOs and other stakeholders. Project Overview Medair has been present in Madagascar since 2002 and as one of the country’s most prone to cyclones and drought, Medair currently implements WASH, Shelter, Nutrition, DRR and ER projects in different parts of the country. Medair has worked in the Great South for many years and built a strong foundation with local authorities and communities. As a region affected by chronic poverty, recurrent and prolonged droughts and food insecurity, it is a hotspot for acute malnutrition and severe water scarcity. In response to this, Medair programmes in the Great South are focused on WASH and Nutrition. Workplace & Conditions Beloha, Great South of Madagascar. The role is mainly office-based in Beloha, but with possible trips to field sites. Living and working conditions are basic and relatively isolated, with the base a 4-hour drive from the nearest airstrip. Responsibilities

• Manage and oversee project support functions: Finance (treasury, accounting, budget, reporting, archiving), Logistics (procurement, supply chain, storage, vehicles, IT and communication equipment) and HR (admin tasks, on/off-boarding of staff, and recruitment support).
• Establish, oversee and train staff on logistics and finance procedures to ensure compliance with Medair standards and efficiency across teams.
• Staff management including day-to-day support staff (logistic and finance) management, development and training, performance management and review.
• Deliver ethics and other on-boarding training to all base staff, throughout the year.

Develop and maintain a transparent, honest and supportive communication structure with support and project colleagues to ensure they are kept informed of support related activities and requirements.

• Develop and maintain cooperative relationships with suppliers, local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships. Qualifications, Experience & Technical Competencies
• University degree in relevant subject or equivalent professional/technical qualification (e.g. Management, Finance, Business Administration or Development Studies etc.).
• Strong working knowledge of French and English (spoken and written).

Expérience

• Post-qualification experience in a managerial or supervisory role.
• Computer literate with very good working knowledge of Microsoft 365 (Teams, Sharepoint, Excel, Word and Outlook).
• Experience in working with international NGOs or in cross-cultural environments is highly valued.
