Responsabilités

The incumbent will provide technical, organizational and coordination support in the following priority areas: NCD services

• 1. Support the MoH and NHSU in selecting, mapping and conducting baseline assessments of PHC facilities for the integration and strengthening of NCD/CVD services, with priority given to areas hosting displaced or conflict-affected populations.
• 2. Facilitate integration of NCD and cardiovascular disease (CVD) services into primary health care and strengthen the continuity of care for patients with chronic conditions.
• 3. Contribute to the adaptation and implementation of PHC-based NCD/CVD training packages, in line with national protocols and evidence-based tools, such as WHO PEN and HEARTS frameworks.
• 4. Support the organization and delivery of training for family doctors, nurses and PHC managers, including post-training follow-up, mentoring and supportive supervision to deliver NCD services.
• 5. Support the development and dissemination of standardized patient and caregiver education materials and job aids for hypertension, diabetes and stroke survivors, taking account of displacement, conflict and other access-related challenges.
• 6. Provide technical inputs to the needs assessment and procurement of basic laboratory, diagnostic and other equipment required for PHC-based NCD/CVD service delivery.
• 7. Support the integration of cervical cancer screening and other priority NCD screening services into routine PHC services in selected areas, including technical inputs to procurement and supply planning. NCDs in emergency settings
• 1. Support continuity of essential NCD services for populations affected by the emergency, including displaced and conflict-affected populations, in accordance with the WHO Emergency Response Framework.
• 2. Support the development and coordination of safe referral pathways for NCD patients requiring specialized, urgent or life-sustaining care.
• 3. Support the integration of NCD prevention and management into the WHO-led Health Cluster coordination mechanism and humanitarian partners’ service delivery plans.
• 4. Contribute to national and subnational preparedness for delivering NCD services, drawing on the WHO Operational Manual on NCDs in All-Hazards Emergency Preparedness and Response.

Expérience

• 5. Document programme experience, lessons learned and good practices relating to NCD service delivery and continuity of care in the context of the war in Ukraine, for review, learning and potential publication. Other NCD prevention, control and coordination duties
• 1. Coordinate with the MoH, NHSU and other partners on the organisation of working groups, round tables, policy dialogues and technical meetings on NCD service delivery and NCDs in emergencies.
• 2. Provide technical assistance in implementing relevant WHO NCD surveillance and monitoring tools related to service delivery and continuity of care.
• 3. Contribute to data compilation, analysis and interpretation, and prepare regular briefings, situation analyses, reports and updates.
• 4. Prepare technical input for the WHO Country Office, the Regional Office, humanitarian and donor reporting.
• 5. Facilitate coordination among national authorities, health partners, humanitarian actors, civil society organizations and other stakeholders to support the delivery of NCD services and ensure continuity of care.

6. Prepare missions for WHO staff and external consultants working on NCD service delivery and emergency-related activities and monitor and follow up on recommendations.

• 7. Provide technical and organizational support for cross-divisional, intercountry and Regional Office activities related to NCDs, as requested.

Education Essential: First university degree (Bachelor level) in medicine, public health, epidemiology, or another medical field. Desirable: Master degree in medicine, public health, epidemiology or another medical related field Postgraduate training in NCD service delivery, primary health care or emergency/humanitarian health. Experience Essential : At least two years of experience in NCD management at the primary health care level, including experience in strengthening continuity of care, including for populations affected by emergencies and supporting the delivery of NCD prevention and care services in emergency-affected and hard-to-reach areas. Desirable : Relevant experience in NCD prevention, surveillance and analysis, PHC management. Experience within the WHO/UN is highly desirable

Demonstrated knowledge of NCD service delivery, prevention and control.

• Knowledge of national PHC-based approaches to NCD/CVD prevention, screening, diagnosis, treatment, referral and follow-up.
• Knowledge of WHO frameworks and guidance for NCDs in emergency settings, including the WHO PEN, HEARTS, and the WHO Emergency Response Framework, and of patient education for chronic disease management.
• Knowledge of the Ukrainian health system, legislation and normative regulations, including PHC and Programme of Medical Guarantees.

REMUNERATION
