Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases. Position: Strategic Information Advisor Number of vacancies: 1 Contract type: Fixed Term. Contract duration: TBA. Location: Lusaka, Zambia Reporting to: Senior Strategic Information Advisor Date advertised: 10 September 2026. MINIMUM QUALIFICATIONS AND EXPERIENCE

Tertiary qualification in Public Health, Social Sciences, Statistics, Demography, Behavioural Sciences or a related field.
Formal Monitoring & Evaluation training.

Expérience

Minimum five years’ M&E experience, including donor-funded programmes.
Proven baseline, annual and final M&E report-writing experience documenting targets, accomplishments and reasons for deviations.
Experience leading data-quality assessments and independent verification.
M&E technical-assistance and mentorship experience with teams/government counterparts. DESIRABLE QUALIFICATIONS AND EXPERIENCE
Master’s degree in Public Health, Statistics, Social Sciences or a related field.
Experience with SmartCare Pro, DHIS2, eLMIS, QAT, DTT and ePOD programme systems.
Analytics/visualisation platform experience such as Power BI.
Experience managing an M&E team. COMPETENCIES Ownership and adaptability; clear technical/non-technical communication; innovative analysis; stakeholder sensitivity; planning and coordination; data ethics, confidentiality and integrity; reliable quality-assured analysis; multidisciplinary collaboration. KEY PERFORMANCE AREAS M&E systems
Centrally oversee and coordinate assigned SI/M&E programme activities.
Maintain systems, tools and templates aligned with donor/MoH requirements.
Stay informed on M&E best practices and reporting requirements.
Support timely, accurate reporting through MoH-owned SmartCare Pro/DHIS2 and other systems such as eLMIS. Performance analysis and data use
Analyse targets and performance, including supply-chain and other programme areas.
Identify issues/drivers using monitoring tools and government-owned eLMIS, SmartCare Pro, QAT, DTT and ePOD.
Maintain an achievement dashboard for joint MoH–RTCZ review.
Promote dashboard/Power BI use and disseminate stakeholder reports. Data quality and verification
Lead annual assessments and applicable end-use verification with MoH.
Coordinate verification/consolidation of milestone evidence data.
Design/conduct audits and follow up recommendations. Reporting and quality assurance
Ensure timely, high-quality monthly situational, quarterly and annual reports.
Verify reports before submission and resolve issues by deadlines.
Compile/review programme reports and quarterly performance overviews. Technical assistance and capacity building
Mentor MoH SI staff in data management, interpretation and use toward MoH-led reporting/independent submission.
Design/deliver M&E training and facilitate access to it.
Transfer functions progressively to government counterparts as capacity is verified. Management and coordination
Supervise SI staff including Provincial SI Coordinators; approve work plans, monitor performance and support development.
Coordinate technical teams, MoH and partners to align work and prevent duplication.
Perform other responsibilities assigned by the Senior SI Advisor/SI Director.
