Terya Building and Construction Limited, a multidisciplinary engineering and infrastructure company delivering high-performance solutions across Uganda, is seeking a Quality Assurance Manager with ISO certifications. This full-time, permanent position is based at the project site or head office in Uganda, within the Calibration & Testing department, reporting to the Lab Manager.
As the official distributor of AKSA Power Generation products in Uganda, Terya operates across building construction, civil engineering, electrical and industrial engineering, renewable energy, generator installation and maintenance, industrial automation, telecommunications infrastructure, engineering consultancy, and certified testing and calibration services. The company is committed to certified standards rather than informal practice, ensuring that clients, consultants, and regulators receive documented, verifiable evidence that work meets specifications.
The Quality Assurance Manager will own the day-to-day operation and improvement of Terya's quality management system across all disciplines. This role translates ISO 9001 requirements into practical inspection and test plans, audits actual work processes, closes out nonconformances properly, and turns quality data into actionable decisions for management. The impact is direct and measurable: fewer defects and reworks, cleaner handovers, stronger audit outcomes, better supplier performance, and lower cost of poor quality. The role provides broad visibility across departments and builds credentials in ISO 9001, ISO 45001, ISO 14001, and ISO/IEC 17025, with a clear path towards Senior Quality Engineer, QHSE Manager, or Lead Auditor roles.
Key Responsibilities:
Quality Management System and Documentation: Maintain, implement, and continuously improve the ISO 9001:2015 quality management system across all operating disciplines. Draft, review, issue, and control quality manuals, procedures, work instructions, forms, and inspection checklists. Administer document and record control to ensure only current revisions are in use. Prepare Inspection and Test Plans (ITPs), quality control plans, and method statements for projects.
Auditing and Compliance: Plan, schedule, and conduct internal quality audits against ISO 9001 and applicable statutory, client, and contractual requirements. Conduct process, product, and supplier audits, recording objective evidence and grading findings consistently. Coordinate external certification, surveillance, and client audits, managing responses to all findings. Verify that executed works comply with drawings, specifications, national standards, and regulatory requirements.
Inspection, Testing, and Measurement: Perform and witness inspections at defined hold and witness points, releasing work only when acceptance criteria are met. Review material test certificates, calibration certificates, and supplier documentation before acceptance. Support the testing and calibration function in maintaining measurement traceability and ISO/IEC 17025-aligned practice. Monitor concrete, structural, electrical, and commissioning test results, escalating deviations without delay.
Nonconformance and Continuous Improvement: Raise, track, and close nonconformance reports (NCRs) and corrective and preventive actions (CAPA) within agreed timelines. Lead root cause analysis using structured methods such as 5 Whys, cause-and-effect analysis, and 8D. Analyse quality data and cost of poor quality, reporting trends, KPIs, and improvement opportunities to management. Facilitate risk assessments and maintain the risk and opportunity register. Drive continuous improvement initiatives and lead lessons-learned reviews at project close-out.
Training, Suppliers, and Stakeholders: Deliver quality induction and toolbox training to site teams, technicians, and subcontractors. Evaluate, qualify, and monitor supplier and subcontractor performance. Support client, consultant, and regulator engagement on quality matters, including handover dossiers and as-built documentation. Work closely with HSE and engineering teams to promote an integrated quality- and safety-first culture.
Required Qualifications:
Education: Diploma in Quality Management, Civil, Mechanical, Electrical, or Industrial Engineering, or a closely related technical discipline. A Bachelor's Degree in Engineering, Quality Management, Industrial Engineering, or a related field is preferred. Diploma holders with strong ISO credentials and demonstrable audit competence are strongly encouraged to apply.
Certifications (Mandatory): ISO 9001:2015 Internal Auditor certification from a recognised training provider. Documented evidence of formal training in quality management systems must accompany the application.
Additional Certifications (Strong Advantage): ISO 9001:2015 Lead Auditor (IRCA, Exemplar Global or equivalent), ISO 45001, ISO 14001, ISO/IEC 17025, Six Sigma Green Belt, and registration with the Uganda Institution of Professional Engineers (UIPE) or a recognised quality professional body.
Technical Competencies: Proficiency in ISO 9001:2015, ISO 45001, ISO 14001, ISO/IEC 17025, regulatory compliance, quality manual authorship, document control, internal auditing, audit programme management, lead auditor methodology, process/product/supplier audits, ITPs, nonconformance management, CAPA, supplier qualification, root cause analysis, risk assessment, statistical analysis, quality KPIs, cost of poor quality, continuous improvement, Kaizen, engineering documentation review, and advanced spreadsheet and quality reporting tools.
Soft Skills: Uncompromising attention to detail, integrity, analytical thinking, clear technical writing, diplomacy, stakeholder management, training ability, organisation, objectivity, problem-solving, resilience, collaboration, and a continuous learning mindset.
Experience: Two to five years of experience in quality assurance or quality control within construction, engineering, energy, manufacturing, or testing and calibration environments is preferred. Demonstrable experience conducting internal audits and managing nonconformances is essential. Candidates with fewer years but strong ISO certification and audit competence will be considered on merit. Exceptional recent graduates holding a valid ISO 9001:2015 Internal Auditor certificate are encouraged to apply.
