UNDP Saudi Arabia, through Stars Orbit Consultants and Management Development (SOC), is recruiting a Technical Consultant Specialized in the Saudi Highway Code for the Monitoring and Compliance Sector of the Roads General Authority (RGA). This part-time, hybrid position is based at RGA Headquarters in Riyadh, with remote work as agreed. The contract duration is 12 months, with possible renewal based on performance, funding, and business needs. The role is open to Saudi Nationals only.
The Saudi Highway Code is the Kingdom's principal technical and regulatory reference for the planning, design, construction, operation, and maintenance of the national road network. The RGA's Monitoring and Compliance Sector is mandated to monitor and enforce compliance with the Code, ensuring road infrastructure meets quality, safety, and sustainability standards. As the Code evolves with the growth of the road network and Saudi Vision 2030 targets, the Sector requires specialized technical support to interpret provisions, analyze compliance data, strengthen monitoring tools, and advise senior management.
The consultant will provide advisory support on all matters related to the Saudi Highway Code, focusing on compliance, quality, safety, and sustainability of road projects. Key responsibilities include reviewing and interpreting the Code's provisions, analyzing technical challenges, evaluating corrective action plans, preparing technical notes and recommendations, analyzing compliance data to identify frequently violated standards, and recommending amendments to the Standards and Policies Department. The consultant will also develop a scientific methodology for smart inspection checklists, contribute to updating technical guides, support digital transformation in monitoring, assist in developing internal training programs, and prepare analytical reports for the Vice President. Participation in relevant technical committees is expected.
The consultant will report to the Head of the Monitoring and Compliance Sector, coordinate with relevant departments, submit monthly progress reports, and attend regular coordination meetings. The assignment is part-time and hybrid, with presence at RGA Headquarters in Riyadh for meetings and workshops, and remote work otherwise. The consultant must be available in Riyadh at short notice for priority meetings.
Qualifications include a Master's degree in Highway Engineering or Civil Engineering (PhD is an asset), a minimum of 10 years of professional experience in highway/road engineering with at least 5 years directly related to the Saudi Highway Code or comparable standards, and full familiarity with the Code and related regulations. Strong technical analysis skills, report preparation, and fluency in Arabic with working proficiency in English are required.
