Le Conseil norvégien pour les réfugiés (NRC) recherche un coordinateur de la chaîne d'approvisionnement pour son bureau en Ouganda. Basé à Kampala, ce poste clé assure la conception, la planification, l'exécution et le suivi des activités de la chaîne d'approvisionnement au niveau national, en soutien direct aux programmes.
Le coordinateur travaillera en étroite collaboration avec les équipes programmes et finances pour garantir des systèmes opérationnels intégrés et harmonisés, et avec le directeur adjoint des finances pour veiller au respect des contrôles internes avec un minimum de bureaucratie. Il devra également collaborer avec le personnel de la chaîne d'approvisionnement des bureaux de terrain et les gestionnaires pour assurer l'uniformité des structures et la mise en œuvre des politiques et procédures standard du NRC à travers le pays.
Les responsabilités incluent la planification de la chaîne d'approvisionnement, la gestion des achats, la gestion des stocks, la gestion des actifs, la logistique et la gestion de flotte, la conformité et l'éthique, la gestion et le développement du personnel, la chaîne d'approvisionnement pharmaceutique et la gestion de la construction. Le titulaire devra notamment préparer des plans d'achat consolidés, élaborer des stratégies d'approvisionnement, garantir la conformité avec les politiques du NRC et des bailleurs de fonds, gérer les entrepôts et les inventaires, superviser la maintenance des actifs, coordonner les mouvements de véhicules, et assurer la formation et le développement des équipes.
Ce poste supervise directement le gestionnaire de la chaîne d'approvisionnement, le consultant en construction, l'ingénieur en construction, le gestionnaire de transport, l'officier de la chaîne d'approvisionnement et l'officier des systèmes de la chaîne d'approvisionnement. Le titulaire relève du coordinateur principal de la gestion de terrain.
