Le 1er janvier 2019, le Secrétaire général des Nations unies a lancé une réforme mondiale ambitieuse et novatrice visant à redéfinir le rôle du système des Nations unies pour le développement afin qu’il contribue de manière plus efficace et efficiente à la réalisation de l’Agenda 2030 et des Objectifs de développement durable. Dans le cadre de cette réforme, les bureaux des coordonnateurs résidents des Nations unies (UN RCO), placés sous la direction d’un coordonnateur résident des Nations unies doté de pouvoirs étendus et indépendant – qui est le plus haut responsable du système des Nations unies pour le développement et le représentant du Secrétaire général des Nations unies au niveau national –, aident les pays à mettre en œuvre leurs priorités en matière de développement et à atteindre les ODD. Dans sa résolution A/RES/72/279, l’Assemblée générale des Nations unies a approuvé la transformation du Bureau de coordination des opérations de développement (DCO) en un bureau de coordination autonome au sein du Secrétariat des Nations unies. Le DCO exerce des fonctions de gestion et de supervision du système des coordonnateurs résidents sous l’autorité du président du Groupe des Nations unies pour le développement durable (UNSDG). En 2026, le DCO a entrepris une réorientation afin de garantir que le système des coordonnateurs résidents reste configuré de manière optimale pour soutenir l’accélération de l’Agenda 2030 et incarne la transition « ONU 2.0 », fondée sur les données, le numérique, l’innovation, les sciences du comportement, la prospective stratégique et une culture organisationnelle axée sur la mission. Le spécialiste adjoint des données contribue à la collaboration avec ses homologues, les responsables et le personnel technique des unités organisationnelles concernées dans les domaines de l’ingénierie des données, de la science des données, ainsi qu’avec d’autres spécialistes des données, les propriétaires de données et les experts en la matière, en vue du développement et de la mise en œuvre de bases de données, de systèmes de collecte de données et d’analyses de données qui optimisent l’efficacité et la qualité statistiques. Il contribue également à la collaboration avec des homologues externes au sein des fonds, programmes et autres institutions spécialisées des Nations Unies, ainsi qu’avec des consultants et d’autres partenaires, afin de collaborer et d’échanger des informations et des bonnes pratiques. Le poste est basé au Bureau de coordination du Coordonnateur résident des Nations Unies (RCO) à Libreville, au Gabon, sous la supervision directe du chef du Bureau du Coordonnateur résident.

Within delegated authority, the incumbent will be responsible of the following duties: 1. Develop and implement databases, data collection systems, data analytics, and other analysis, reporting and quality control capabilities; identifies appropriate data sources for analytics projects; identifies new data analysis process-improvement opportunities and strategies that optimize statistical efficiency and quality. 2. Identify, analyze, and interpret trends or patterns, applying statistical methods to structured and unstructured sources of information and data to surface relevant features and variables. 3. Implement process-improvement mechanisms for data analytics tasks; acquires and cleans data from primary and secondary sources; maintains and quality-assures databases and data systems, including UN INFO and CF results data. 4. Develop reports, dashboards, and other tools to effectively summarize findings and convey information to management across the development, humanitarian and peace nexus, supporting RC/UNCT evidence-based decision-making. 5. Document requirements, background information and methodology and establish documentation practices and standards for other staff to follow. 6. Draft inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc. 7. Contribute to the development of processes and tools to monitor and analyze model performance and data accuracy. 8. Design internal process improvements: automating manual processes, optimizing data delivery, re-designing architecture for greater scalability 9. Implement solutions to data-related technical problems and data infrastructure updates. 10. Contribute to the preparation and organization of datasets to ensure data scientists and analysts have the necessary data for feature extraction. Perform routine data processing and quality checks to maintain data integrity. 11. Collaborate with data engineers and data scientists to improve data flows, data quality, etc. 12. Contribute to the creation of basic data visualization outputs to aid decision-making and communications of analysis outputs. 13. Contribute to project tasks, assist with data collection and initial analysis, and report unresolved issues to senior staff. 14. Education
An advanced university degree (Master's degree or equivalent) in computer science, data science, analytics, statistics, applied mathematics, information management, data management, information systems, information science or a related quantitative field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Expérience
A minimum of two (2) years of progressively responsible experience demonstrating ability to translate business requirements into technical solutions is required. Demonstrated ability to perform quality assurance of data analysis outputs is required. Demonstrated ability to assess data accuracy and consistency by performing data validation is desirable. Demonstrated skills in data storytelling and data visualization tools such as Tableau, Power BI, Qlik, and R is desirable. One (1) year or more of experience in data analytics or related area is desirable.

Special Notice
This is a fixed-term position. Appointment or assignment against this position is for an initial period of one (1) year, and any extension will be subject to the availability of funds, budgetary approval, or extension of the mandate.
