ThinkWell Professional Services is responsible for delivering exceptional client solutions through expert consulting and implementation services. This role requires a blend of technical expertise and strong interpersonal skills to ensure successful project outcomes. Background information about the job or company (e.g., role context, company overview) Think Well Uganda is seeking a Finance and Administration Director to oversee the establishment, coordination, and management of operational functions for a newly launched USG State Department-funded program. The F&A Director will report directly to the Chief of Party (COP) while also fulfilling matrixed responsibilities to the CFO and Operations team. In this role, the F&A Director will oversee key operational functions, including office setup and administration, human resources, procurement, and financial reporting and tracking. Additionally, they will deploy field teams to conduct verification activities. The ideal candidate will possess robust expertise in operations, finance, HR, procurement, and people management, along with a comprehensive understanding of Ugandan law, USG compliance and regulations, and financial operating requirements. This role requires full-time availability and will be conducted from our office in Kampala, Uganda. Ugandan nationals are strongly encouraged to apply for this role. The position offers a comprehensive national benefits package but does not provide international relocation or expatriate benefits. This role is contingent on available funding. What you’ll do Supervise a team of roughly five finance and administrative personnel, ensuring efficient and coordinated operations management. We will oversee and coordinate all administrative functions, including supply management, IT operations, human resources, procurement, communications, utilities, and contracts for office services. Skilled in overseeing procurement functions, including vendor management, IT equipment and service procurement, as well as securing insurance coverage for office spaces, staff, and equipment. Provide assistance in establishing and expanding the Think Well country office, encompassing government and tax registration, stakeholder engagement, administrative tasks, adherence to legal and compliance standards, as well as logistics and procurement operations. Responsible for supervising vendors tasked with handling office IT security operations. Facilitate Think Well’s migration from its current Professional Employer Organization (PEO) model, contingent upon the completion of Think Well’s registration process.

  • Oversee the daily office operations, including coordinating transport and accommodation arrangements, managing human resources, scheduling meetings, and maintaining inventory lists, while ensuring robust knowledge management practices are implemented to keep all financial and contractual documentation accurate and current. The role involves overseeing and executing procurement activities, ensuring the acquisition of goods and services in a timely and cost-effective manner. Responsibilities include sourcing suppliers, negotiating contracts, and managing purchase orders to meet organizational needs while adhering to budget constraints. Additionally, the position requires evaluating supplier performance, mitigating risks, and maintaining strong vendor relationships to ensure consistent quality and delivery. Strong analytical skills, attention to detail, and proficiency in procurement software are essential for success in this role. Supervise the activities of personnel within the Procurement department, ensuring alignment with organizational policies and procedural standards. Oversee daily workflows to maintain efficiency and compliance while fostering a productive team environment. Lead and manage the planning and execution of project procurement initiatives, guaranteeing that goods and services are acquired promptly, competitively, transparently, and in full adherence to both organizational standards and USG mandates. Develop and uphold the annual procurement plan, ensuring alignment with approved work plans, allocated budgets, field operations, and verification schedules. Responsibilities include managing all procurement activities, such as soliciting bids, evaluating proposals, selecting and vetting vendors, finalizing contracts, issuing purchase orders, and maintaining thorough documentation, all while enforcing strict segregation of duties and robust internal controls. Develop and sustain a robust network of prequalified vendors and service providers, incorporating a dedicated driver pool to facilitate the prompt and effective deployment of technical teams. Monitor vendor and contract performance to verify that services and goods are delivered at the required quality standards, within budget, and on schedule while fully adhering to the agreed-upon contractual obligations. To manage financial operations, technical teams, and the Cost of Procurement (COP), forecasting procurement requirements and mitigating potential delays to ensure seamless project delivery. Maintain meticulously organized and fully compliant procurement documentation, readily prepared for audits, while promptly resolving any procurement-related issues identified through internal evaluations, external audits, or regulatory compliance assessments. Responsible for overseeing the organization’s financial operations, ensuring accurate financial reporting, and maintaining compliance with regulatory standards, the Financial Manager plays a pivotal role in budgeting, forecasting, and strategic financial planning. Key responsibilities include managing financial records, analyzing financial data to identify trends, and providing actionable insights to senior leadership to support informed decision-making. Additionally, the role involves supervising accounting staff, optimizing financial processes, and implementing internal controls to mitigate risks. Proficiency in financial software systems, strong analytical skills, and a thorough understanding of accounting principles are essential, along with excellent communication abilities to present financial information clearly. A bachelor’s degree in finance, accounting, or a related field is required, and professional certifications such as CPA or CFA are preferred. Supervise a team of finance and accounting professionals based in Uganda, ensuring adherence to established policies and procedures while fostering a collaborative and efficient work environment.
  • Maintain accurate accounting records for all project transactions by utilizing Think Well’s designated accounting system and adhering to Think Well Global policies, as well as local government and donor specifications. Oversee banking and petty cash functions while ensuring monthly reconciliation of local bank accounts and petty cash transactions, including fund receipts, account fund movements, and payroll disbursements. Maintain, analyze, and reconcile balance sheets while ensuring the submission of precise monthly financial reports punctually. Process invoices only upon obtaining the necessary authorization to ensure compliance with established protocols. Ensure adherence to all applicable local regulations while meticulously maintaining financial documentation and facilitating audit processes. Ensure all compulsory items are remitted promptly and in accordance with established deadlines. Assist in revising and/or developing country office manuals that define processes, policies, and procedures. Develop and sustain an organized filing system for financial documents to ensure preparedness for audits and tax reporting, while actively engaging in financial audit proceedings. Oversee program budgets, conduct regular analyses comparing budget versus actual expenditures, and promptly inform the Country Manager and Chief of Party of any substantial deviations. Additionally, provide strategic recommendations to mitigate the identified risks. Assist with the preparation of proposals, adjustment of budgets, and modification of financial plans, as well as the generation of reports as required. A dynamic Human Resources role seeks a detail-oriented professional to manage recruitment, employee relations, onboarding, and compliance. The position requires a bachelor’s degree in Human Resources or a related field, along with three or more years of progressive HR experience. Proficiency in HRIS software, strong interpersonal skills, and a deep understanding of labor laws are essential. Responsibilities include overseeing talent acquisition, resolving workplace conflicts, implementing HR policies, and ensuring adherence to federal and state regulations. The ideal candidate will also facilitate training programs, maintain employee records, and contribute to strategic workforce planning initiatives. Oversee the performance and coordination of both office personnel and human resources team members to ensure efficient operations and adherence to company policies. Leverage collaboration with the Talent team to oversee and facilitate the hiring of local personnel. Collaborate closely with the program headquarters team to design, implement, and oversee a payroll system tailored for local staff, encompassing accurate calculation and timely remittance of taxes as well as other regulatory obligations. Assist with the integration of new employees by facilitating their onboarding process and providing essential introductions to teams and key personnel. Responsibilities include overseeing the preparation and approval of staff contracts to ensure compliance with organizational policies and legal requirements. Oversee the creation, organization, and upkeep of a secure and confidential HR filing system to ensure compliance with data protection regulations and organizational policies. Assist the Country Manager and Chief Operating Partner in executing the performance management framework to drive operational excellence and accountability. Collaborate with the Talent team to facilitate staff development initiatives, ensure adherence to compliance requirements, and deliver relevant training programs. Ensure employee records are accurately maintained in strict compliance with established policies and relevant legal standards.
