Project Manager

World Vision International, a global relief, development and advocacy NGO, is seeking a Project Manager to lead a UNICEF-funded integrated Education and ADAP project in Raqqa and Al-Hassakeh. Established in 1950, World Vision operates in nearly 100 countries, working with children, families, and communities to overcome poverty and injustice. The Project Manager will provide overall leadership and management for the project, reporting to the NES Area Manager. He/she will oversee a large team of over 15 staff, including coordinators, specialists, supervisors, and technical personnel. The PM will be responsible for the successful delivery of project activities across Education and ADAP components, ensuring alignment with donor requirements, WVI standards, and national priorities. Key responsibilities include project planning, budget management, reporting, and quality assurance, while ensuring strong coordination with internal departments, partners, local authorities, and UNICEF.

Major responsibilities include coordination, implementation and technical oversight, reporting and documentation, and additional duties. In coordination, the PM will serve as the primary focal point for the UNICEF project, liaise with internal departments, maintain close coordination with UNICEF and other stakeholders, represent WVI in meetings, and facilitate regular coordination meetings. For implementation, the PM will ensure each project has a well-designed PMIS dashboard, oversee day-to-day activities across multiple sectors, manage implementation across 10 sub-districts in Raqqa and selected locations in Hassakeh, manage a large team, ensure activities align with work plans and sectoral standards, conduct field visits, and identify mitigation measures. Reporting and documentation duties include timely submission of narrative and financial reports, maintaining project documentation, overseeing work plans and budgets, working with MEAL and Communications teams, and contributing to donor reports. Additional responsibilities include supporting proposal development, ensuring financial compliance, supervising and mentoring staff, contributing to capacity building, representing WVI in forums, participating in internal meetings, and ensuring safeguarding and inclusion principles are applied.

Required professional experience includes 5–7 years in humanitarian or development programs, preferably in Northeast Syria or similar contexts, with proven experience in program management, team leadership, coordination, budget management, and donor compliance. Prior experience in education and ADAP programming is an asset. Education requirements include a university degree in a relevant field, fluency in Arabic and English, and certifications in project management, M&E, humanitarian standards, safeguarding, and PSEA are considered strong assets. Preferred qualifications include understanding of the political and social dynamics in Northeast Syria, knowledge of local governance and community engagement, familiarity with UN funding requirements, strong analytical and report-writing skills, and ability to work under pressure. The position is based in Raqqa and Hassakeh, with travel to other project sites as needed. A strong field presence is required.
