CAFOD, an international development agency rooted in the Catholic Church's ethos, is seeking a Programme Quality Coordinator to join its team in South Sudan. This role is based in Juba with regular travel across the country, reporting to the Head of Programmes. The position is offered for a one-year contract, subject to funding, with a starting salary of $37,016 USD. Travel expectations are approximately 12 weeks per year.
As the Programme Quality Coordinator, you will lead and strengthen Monitoring, Evaluation, Accountability and Learning (MEAL) across our programmes and partnerships. You will provide technical support to programme teams and partners, ensuring that programmes meet organisational quality standards, donor requirements, and the Core Humanitarian Standard. Your work will enhance accountability to communities, improve data and evidence, support learning, and contribute to programme design and decision-making.
Key responsibilities include coordinating MEAL systems, assessments, evaluations, data-quality processes, learning activities, and partner capacity strengthening. You will also support Safe, Accessible, Dignified and Inclusive (SADI) programming, working closely with safeguarding and sector specialists.
In this role, you will coordinate and improve country MEAL systems, tools, indicators, and monitoring processes; provide technical input to programme design, theories of change, results frameworks, and MEAL plans; lead or coordinate assessments, evaluations, surveys, and data-quality processes; analyse programme data to ensure credible, accurate, and traceable evidence; strengthen community feedback, accountability, inclusion, and participation; support learning, after-action reviews, reporting, and evidence-based programme adaptation; build partner capacity through training, mentoring, and technical support; coordinate with country, regional, and head-office teams and relevant external stakeholders; and manage direct reports while undertaking regular field visits across South Sudan.
We are looking for a candidate with a degree in MEAL, statistics, economics, development studies, social sciences, or a related field, plus relevant MEAL training or certification. You should have at least five years' relevant experience in MEAL, programme quality, or programme management, including staff supervision. Strong experience designing and managing results-based MEAL systems and data-quality processes is essential, as is experience with quantitative and qualitative research, digital data collection, analysis, and reporting. You must have strong working knowledge of KoboToolbox, CommCare, and Microsoft Excel. Experience supporting partner-led humanitarian, development, or peacebuilding programmes in complex or conflict-affected settings is required, along with knowledge of accountability, safeguarding, protection, gender and disability inclusion, donor compliance, and programme cycle management. Excellent written and spoken English is essential, as is the willingness and ability to travel regularly within South Sudan, including to insecure environments. Experience with Power BI, SPSS, Stata, R, peacebuilding, conflict sensitivity, resilience, or anticipatory action would be an advantage.
You will bring strong analytical, communication, facilitation, and influencing skills, alongside integrity, confidentiality, and a commitment to the Catholic Church's ethos and CAFOD and Trócaire's vision, mission, and values.
