Under Outcome 2 of the Project, the Project is delivering rural infrastructure and drinking water services to improve the living conditions and productive capacity of beneficiary communities, comprising: Output 2.1: Eco-friendly rural infrastructures, including a school, a health care center, a public market with a shop for products processed at the incubation center, a youth and women's green business incubation center, and a waste and sanitation system, designed to equip communities with essential socio-economic infrastructure; and Output 2.2: Drinking water facilities, including boreholes with associated pumping and distribution systems and rainwater harvesting systems or water wells, several of which incorporate solar-powered pumping systems consistent with the Project's renewable energy approach under Outcome 1. diversity, and geographic spread of these works, the Project requires independent technical supervision and quality assurance throughout the construction phase to safeguard the quality, safety, and donor accountability of the works financed under the grant. Construction supervision and quality control for the assignment is led by an Individual Consultant engaged as Lead Construction Supervision Engineer, whose scope of work incorporates structural design review, construction verification, and full responsibility for ESHS oversight. Given the technical specialization required for the drinking water facilities under Output 2.2, the Lead Engineer requires access to independent hydrogeological and water supply expertise at defined critical stages that fall outside their core competency. This assignment engages a Hydrogeologist / Water and Sanitation Engineer, contracted individually and deployed on a milestone-triggered basis at the request of the Lead Engineer and the PMU. Objectives of the Assignment The objective of this assignment is to provide independent, milestone-triggered specialist technical supervision, verification, and quality assurance support to the Lead Construction Supervision Engineer, ensuring that the drinking water facilities under Output 2.2 comply with approved hydrogeological and technical designs,

applicable national water supply requirements, WHO Guidelines for Drinking-water Quality, relevant ISO water quality testing methods, UNICEF/RWSN good practice for professional borehole drilling, and Good International Industry Practice, including applicable World Bank Group Environmental, Health and Safety guidance. The Consultant will report findings directly to the Lead Construction Supervision Engineer, for consolidation into the Project's monthly progress reporting to the PMU, and will coordinate site visit timing with the Lead Engineer and the The Consultant shall apply a preventive, risk-based supervision approach covering technical quality, public health protection, environmental and social risk management, occupational health and safety, community health and safety, documentation, and timely escalation of any non-conformance that could affect safety, functionality, durability, water quality, or donor accountability. Scope of Work Review hydrological/geophysical investigation reports and technical designs for the drinking water facilities under Output Supervise and verify borehole siting, drilling, well development, pumping tests, and water quality testing at critical stages; Provide a technical inspection report to the Lead Engineer following each triggered visit, including findings, photographic evidence, and recommendations; Flag non-compliance issues for entry into the Project's non-conformance register and propose corrective actions; Maintain a signed record of workdays performed against each triggered mission, for submission alongside invoices. Verify the contractor's compliance with approved method statements, inspection and test plans, material approvals, technical specifications, site safety measures, environmental and social safeguards, and corrective action instructions issued by the Lead Engineer or PMU; Review and verify borehole siting records, drilling logs, lithological descriptions, casing and screen installation, gravel pack placement, sanitary seal construction, well development, disinfection, pumping test data, and water quality sampling records before recommending acceptance of each water point; Confirm that water quality sampling, preservation, chain of custody, laboratory testing, interpretation, and corrective actions are consistent with national requirements, WHO drinking-water guidance, and applicable ISO analytical methods; Participate in pre-handover inspections and verify closure of punch-list items, completeness of as-built documentation, operation

and maintenance information, community safety measures, and readiness for sustainable operation. Applicable Standards and Supervision Quality Requirements The Consultant shall apply a risk-based supervision approach consistent with applicable Togolese laws, permits, approved designs and specifications, WHO Guidelines for Drinking-water Quality, relevant ISO water quality sampling and testing standards, UNICEF/RWSN guidance on professional borehole drilling and supervision, and World Bank Group Good International Industry Practice reflected in environmental, health, safety, and water and sanitation guidance. Supervision shall be documented through dated site inspection notes, photographic records, reviewed test results, material and workmanship observations, non-conformance notices, corrective action recommendations, and verification of closure. Critical work stages shall not be recommended for acceptance unless sufficient evidence confirms that workmanship, materials, testing, environmental and social controls, occupational health and safety, and community health and safety measures meet the relevant requirements. Deliverables and Payment Schedule The Consultant shall submit the following deliverables to the Lead Construction Supervision Engineer for technical clearance. Each deliverable shall include clear findings, evidence reviewed, photographs where relevant, test results, non-conformances, corrective actions, residual risks, and a recommendation on whether the relevant stage may proceed, requires conditional acceptance, or must be withheld pending corrective action. Each deliverable serves as a quality gate confirming satisfactory completion of the corresponding mission; payment is calculated separately on a daily-rate basis as set out in the Payment Arrangements section below.

Invoices shall be settled only upon technical clearance of the accompanying deliverable by the Lead Engineer and GGGI. Mission-related travel costs, where applicable, shall be reimbursed separately in accordance with GGGI's travel policy. Reporting Arrangements The Consultant reports technically to, and coordinates site visit scheduling with, the Lead Construction Supervision Engineer, who is responsible for consolidating the Consultant's findings into the Project's monthly progress reports to the PMU. The Consultant remains individually and directly contracted to GGGI and is accountable for the quality, independence, completeness, and timeliness of their own deliverables. Material non-compliance, safety incidents, suspected contamination, failed test results, or conditions that could compromise public health, worker safety, community safety, facility functionality, or donor accountability shall be escalated without delay to the Lead Engineer and PMU. All reports and outputs must be in French and English, in accordance with GGGI's formatting requirements, and submitted in electronic format. Reports shall be considered final only upon formal clearance by GGGI. responsible professional experience in rural water supply infrastructure supervision, borehole drilling oversight, water quality assessment and verification, as well as the inspection, testing, and acceptance of water supply works. Demonstrated experience supervising borehole siting, drilling, well development, pumping tests, treated rainwater harvesting systems design and installation, and contractor compliance with approved technical specifications and method statements; Working knowledge of water quality sampling, preservation, chain of custody, laboratory analysis, interpretation of results, and corrective action planning in line with national, WHO, and relevant ISO requirements; Familiarity with Good International Industry Practice for construction supervision, including inspection and test plans, non-conformance management, corrective action verification, occupational health and safety, and community health and safety controls; Experience in Togo or comparable West African contexts is an advantage; Registered with the National Order of Engineers of Togo (ONIT) is an advantage Demonstrate the ability to produce concise, donor-standard technical inspection reports Functional A proactive attitude, with an ability to find workable solutions promptly.
