This Opportunity: In September 2024, Palladium secured the National and Community Technical Assistance Component contract for the Tackling Deadly Diseases in Africa Program Phase 2 (TDDAP2), which is financed by the UK Foreign, Commonwealth and Development Office (FCDO). The TDDAP2 initiative aims to strengthen health security across the African continent by leveraging existing achievements. The program will play a pivotal role in mitigating illness and mortality from infectious disease threats within African populations and beyond, with a dedicated emphasis on women and girls. The National and Community Technical Assistance (TA) Component of TDDAP2, led by Palladium, delivers targeted TA to the Democratic Republic of the Congo (DRC), Ghana, Kenya, Malawi, and Uganda, strengthening national and community systems to proactively prevent, detect, and respond to public health threats and outbreaks in a timely manner. Through capacity-building initiatives, the program supports the implementation of National Action Plans for Health Security, aligning with a multisectoral One Health framework informed by climate considerations while prioritizing gender equity and social inclusion at both national and community levels. This component is scheduled to conclude its operations in 2027. Commencing April 2026, during TDDAP2’s concluding year, the program will intensify efforts to combat Antimicrobial Resistance (AMR) in Ghana, Kenya, Malawi, and Uganda. Building upon progress achieved through the Fleming Fund, the initiative will prioritize bolstering national-level AMR governance and stewardship, enhancing surveillance and reporting mechanisms, and reinforcing laboratory infrastructure and expertise—all within a One Health framework. Implementation will be conducted in partnership with national governments and in collaboration with additional implementing partners. Palladium is recruiting a National AMR Technical Coordinator for Uganda to facilitate the seamless execution of AMR initiatives under TDDAP2. The selected candidate will collaborate closely with the country team, consortium partners, and government stakeholders to ensure seamless coordination, maintain technical rigor, and secure sustainable outcomes beyond the program’s lifespan. This role involves monitoring technical performance, identifying potential improvements, and implementing solutions to enhance efficiency and reliability. The professional will craft detailed Terms of Reference to guide Technical Assistance providers effectively. Provide technical supervision and guidance for AAM inputs submitted by collaborating partners and external consultants operating within the country. A graduate-level degree—such as a Doctor of Medicine, Doctor of Veterinary Medicine, Master’s in Public Health, Health Sciences, Biological Sciences, Laboratory Sciences, Microbiology, Pharmacy, or an equivalent qualification—specifically related to One Health and Antimicrobial Resistance (AMR), is required for this role. A master’s degree—or equivalent postgraduate experience in public health, epidemiology, biosciences, antimicrobial resistance (AMR), or another health-related discipline—is required. With a minimum of a decade of professional experience in the Public Health sector, preferably within governmental or statutory organizations, the ideal candidate will bring a wealth of expertise to the role. With a minimum of five years of professional experience in Global Health Security and Antimicrobial Resistance (AMR), candidates must demonstrate a strong background in these critical fields. Demonstrated proficiency in project management, with a track record of successfully designing, executing, and overseeing program work plans to ensure timely and effective delivery.
