The organization's mission centers on filling critical service voids and empowering children to heal, recover, and move forward despite the hardships they face Job Summary: The Regional Program Manager will oversee the design, implementation, and evaluation of INARA’s programs across its operational regions. The role involves direct supervision of country program coordinators, ensuring the effective delivery of projects, and engaging with humanitarian clusters, NGOs, and donors. The position also requires supporting fundraising efforts, conducting field visits, and aligning programs with INARA’s strategic goals. Key Responsibilities:

• 1. Program Design and Development

Identify needs in INARA’s operational countries and design projects that align with local requirements and strategic priorities. Develop program strategies, action plans, and work plans in coordination with country teams. Ensure programmatic alignment with humanitarian standards and best practices. Develop methodologies, tools, and guidelines for program implementation. Ensure that programs adhere to safeguarding, gender, and inclusion principles. Conduct risk assessments and mitigation planning for program activities.

• 2. Supervision and Support for Country Programs Provide technical oversight and management support to country program coordinators. Ensure that projects are implemented efficiently and meet deadlines and deliverables. Facilitate collaboration between country teams and headquarters to ensure smooth execution of programs. Assist in problem-solving challenges related to implementation and operations. Monitor financial reporting and program progress, ensuring compliance with donor requirements. Ensure adherence to compliance and accountability frameworks, including Core Humanitarian Standards (CHS).
• 3. Program Implementation Oversee all stages of the Project Management Cycle (PMC): initiation, planning, execution, monitoring, and closure. Ensure that project initiation involves proper needs assessments and feasibility studies. Develop detailed project plans, including timelines, milestones, and resource allocations. Guide country teams in executing program activities according to work plans and budgets. Implement risk management strategies to address challenges during implementation. Ensure robust monitoring and evaluation frameworks are in place for continuous program assessment. Facilitate periodic program reviews, adjusting strategies to enhance impact and efficiency. Support proper documentation of program activities and lessons learned for future improvements. Work closely with the Finance Department to monitor program budgets, ensuring that expenditures align with financial forecasts and donor requirements. Oversee budget tracking, financial planning, and grant management to optimize resource utilization. Ensure financial reports and audits meet donor compliance standards. Ensure alignment between program activities and donor funding cycles. Support country teams in procurement planning and financial forecasting.
• 4. Field Support and Ground Implementation Conduct regular field visits to provide direct support and supervision. Assess on-ground challenges and provide solutions for efficient implementation. Facilitate training and capacity-building for field teams to enhance program quality. Ensure that safety and security measures are followed during field visits. Oversee beneficiary selection and ensure fairness, inclusion, and transparency.
• 5. Monitoring, Evaluation, Accountability, and Learning (MEAL) Receive and review monitoring and evaluation reports from the MEAL department. Analyze findings and propose program improvements based on data and feedback. Ensure that lessons learned are integrated into future program planning. Work with MEAL teams to develop indicators and frameworks for measuring program impact. Implement beneficiary feedback mechanisms to improve service delivery. Ensure that programs are aligned with humanitarian accountability frameworks.
• 6. Donor Compliance and Reporting Ensure compliance with donor agreements, humanitarian principles, and sectoral best practices. Oversee the timely submission of high-quality donor reports, including financial and narrative components. Track grant deliverables and ensure programmatic and financial milestones are met. Maintain documentation for audits, evaluations, and donor reporting. Support country teams in aligning reporting mechanisms with INARA’s internal standards.
• 7. Fundraising and Partnership Support Collaborate with the fundraising and partnerships team to provide timely needs assessments and project concepts. Contribute to the drafting of funding proposals and donor reports. Identify potential funding opportunities and strategic partnerships. Engage with donors and stakeholders to communicate INARA’s impact and needs. Support country teams in developing project budgets for funding applications.

• 8. Coordination and Representation Represent INARA in regional and country-level humanitarian clusters, NGOs, and other coordination meetings. Build relationships with government agencies, UN bodies, and humanitarian organizations. Participate in inter-agency meetings and ensure INARA’s interests are well-represented. Maintain active communication with country teams to address challenges and share best practices. Participate in national and international forums to advocate for INARA’s mission and objectives.
• 9. Emergency Response Coordination Support INARA’s emergency response efforts by leading assessments and response planning. Ensure timely deployment of humanitarian aid and medical assistance in crisis settings. Coordinate with emergency response teams and international humanitarian actors. Develop contingency plans for rapid response interventions. Maintain surge capacity and preparedness plans in collaboration with country teams. Qualifications and Skills: Bachelor’s or Master’s degree in Humanitarian Studies, International Development, Public Health, or a related field.

Expérience

Minimum of 5 years of experience in program management within the humanitarian sector. Proven experience in designing and implementing programs in conflict-affected settings. Strong understanding of humanitarian principles, project cycle management, and donor compliance. Experience in staff supervision, mentoring, and team leadership. Fluency in English and Arabic (written and spoken). Ability to travel to INARA’s operational regions as needed.

Strong analytical, problem-solving, and organizational skills. Excellent communication and negotiation abilities. Experience in financial management, budget monitoring, and donor compliance. Strong knowledge of humanitarian standards, including CHS, SPHERE, and IASC guidelines.
