Expérience

INSO Sudan is currently upscaling its services to better support its 130 partners. The coordination team is based in Port Sudan and we are opening several offices in the country. Together, we will assist NGOs working in the volatile Sudan context with reports, analysis, coordination services, training, and advice. Working for INSO Sudan will allow you to experience this complex environment while you support humanitarian efforts to address the challenges Sudan faces. Job Summary As Human Resources Manager-Sudan, you will lead and coordinate the HR function within the country programme, ensuring that our people receive effective, timely and practical HR support.

Reporting to the Country Director and under the functional supervision of the Director of Human Resources, you will work closely with senior management to provide trusted advice across the full range of HR matters, while ensuring that INSO’s HR practices comply with Sudanese legal and regulatory requirements. You will also oversee the timely preparation and submission of required HR documentation to national authorities and help ensure a well-organised and compliant HR function across the programme. You will be supported by HR Officers and Assistants, where available, and will play an important role in strengthening HR processes and supporting our teams in the challenging Sudan operating context. Major Responsibilities Human Resources Develop and implement the country HR plan with SMT and technical leads. Oversee compliant and timely national and international recruitment. Implement and monitor HR policies, regulations and procedures. Lead national onboarding and coordinate international onboarding with HQ. Coordinate performance reviews and follow up on completion. Manage HRIS, HR records and data accuracy. Oversee payroll, timesheets, statutory deductions, taxes and insurance with Finance. Advise on performance, disciplinary and grievance matters in coordination with HQ. Lead and develop the HR team and its capacity. Coordinate country HR projects and act as the main HR focal point for staff, management and HQ. Support HR reporting, KPIs and workforce data monitoring. Act as the PSEAH/safeguarding focal point and coordinate staff welfare initiatives. Legal and Compliance Ensure HR compliance with national employment law, advising Country and HQ HR on required updates. Manage visas, work permits and residencies, including tracking, renewals and applications. Maintain HR controls to identify, prevent and address legal and policy risks. Coordinate international staff travel and deployments with HQ Administration. Ensure tax and statutory compliance, including timely local reporting. Manage external HR advisors such as lawyers and immigration providers. Support HR audits and coordinate follow-up actions with HQ. Implement and maintain HQ HR policies and procedures at country level. Capacity building & Reporting Develop line managers’ HR capacity and support them in handling HR issues, especially in relation to recruitment, performance management, disciplinary and grievance processes, safeguarding, and PSEAH. Coach and conduct training for new HR hires. Produce quality reports and ensure deadlines are met for both donors and HQ.

Knowledge, Skills and Experience Essential Minimum 5 years of HR work experience, at least 2 of which should be with an NGO or international organisation. Strong experience in employment law and employee relations

  • 2+ years of direct line management experience Proficiency in Microsoft Office tools and experience with database management. HRIS experience Fluency in English and Arabic, both written and verbal. Bachelor’s Degree in Business Administration, HR Management, or any other relevant field. Desirable Payroll experience Previous experience in the humanitarian sector in complex and volatile contexts General knowledge of donor regulations Knowledge of INSO and affinity with its mission Prior field experience in the country of assignment Core Competencies Strategic – Prioritises effectively, manages competing demands and delivers against deadlines. Analytical – Identifies issues, assesses options and contributes to practical solutions. Collaborative – Communicates clearly, works effectively with others and demonstrates empathy. Adaptable – Performs effectively under pressure and across multicultural environments with discretion and diplomacy. INSO’s Safeguarding Policy INSO is fully committed to safe recruitment, selection and vetting of all potential new staff, trustees and volunteers. We ensure rigorous compliance with our Code of Conduct and Safeguarding Policy throughout the recruitment process. INSO is a member of the Misconduct Disclosure Scheme, and the selected candidate will be required to undergo the relevant misconduct disclosure checks as part of the final hiring steps. Terms & Conditions 12-month renewable contract, €5000 per month salary, 4 calendar days annual leave per month (including weekends) and 7 days of R&R every 2 months with a €1250 R&R allowance each cycle, global medical coverage (excluding USA) and AD&D insurance.
