Expertise France is seeking a Project Manager to be based in Kigali for the execution of the “Rwanda VET Agra” initiative. As France’s agency for international cooperation, operating under the Ministry of Europe and Foreign Affairs and the Ministry of the Economy, Finance and Recovery, Expertise France designs and delivers projects that reinforce public policies in low- and middle-income countries. The agency focuses on pivotal sustainable development domains—including climate action, health, and education—and collaborates with partners to advance the 2030 Agenda.

This position reports directly to the Head of the Vocational Training, Integration and Employment Division within the Human Capital and Social Development Department, under the Operations Directorate. The successful candidate will join the Kigali-based project team, engaging with beneficiaries and partners to ensure seamless project delivery while maintaining close coordination with the Paris-based Project Officer to uphold mission objectives.

The Project Manager will oversee the full implementation of the project, ensuring alignment with technical, scheduling, financial, and legal requirements set forth in the agreement between Expertise France and its donors. Responsibilities include steering project governance, monitoring and evaluation, and stakeholder coordination, as well as leading a nine-member team in Rwanda.

Key duties encompass:

Project Management: Overseeing technical, financial, and contractual administration to meet project deliverables, planning activities and resources, developing annual budgets, and conducting monitoring, evaluation, and knowledge-sharing initiatives. The role involves mobilizing short-term expertise, making strategic adjustments in consultation with the team and partners, and mitigating project risks.

Activity Coordination: Ensuring adherence to donor and implementation contracts through rigorous tracking of progress, budget execution, compliance checks, and audit readiness. The manager will support the production of programming and reporting materials—such as annual activity plans, technical and financial reports, and monitoring tools—while contributing to headquarters-level planning and reporting. Responsibilities also include submitting progress updates and reports to headquarters, donors, and partners, facilitating transparent communication between headquarters and field offices, and collaborating with Kigali-based support teams in procurement/logistics and administration/finance.

Quality Assurance: Guaranteeing the efficacy and quality of project activities to achieve intended outcomes, in partnership with the team. This includes overseeing monitoring and evaluation processes, working alongside the Monitoring and Evaluation Manager to assess deliverables, supervising evaluations, and fostering learning activities to refine project strategies as needed.
