Expertise France is recruiting a Project Manager for the Rwanda VET Agra initiative, based in Kigali, Rwanda. As the French public agency for international cooperation—operating under the Ministry of Europe and Foreign Affairs and the Ministry of the Economy, Finance and Recovery—Expertise France designs and delivers projects that enhance public policies in low- and middle-income countries. This role falls within the Operations Directorate, Human Capital and Social Development Department, specifically the Vocational Training, Integration and Employment Division, reporting directly to the Division Head.

The Project Manager will be embedded in the Kigali-based team, collaborating closely with beneficiaries and partners to ensure seamless project execution, while maintaining ongoing coordination with a Project Officer at Expertise France’s headquarters in Paris. The primary responsibility of the Project Manager is to oversee the effective implementation of the project in alignment with technical, scheduling, financial, and legal requirements outlined in the donor agreement. Key duties include team leadership (managing a team of nine staff members in Rwanda), governance, stakeholder coordination, and monitoring-evaluation.

Specific responsibilities encompass:

Project Management and Coordination – Overseeing the technical, financial, and contractual management of the project in collaboration with the team to achieve defined outcomes; – Developing annual activity plans, budgets, and monitoring frameworks, while mobilizing short-term expertise as needed; – Making strategic decisions, including reorientation of project activities when required, in consultation with stakeholders; – Anticipating and mitigating project-related risks.

Activity Coordination – Ensuring adherence to donor and implementation contracts through monitoring of progress, budget execution, compliance, and reporting; – Supporting the development and maintenance of planning and reporting tools, including annual budgeted activity plans, technical and financial reports, and monitoring dashboards; – Contributing to headquarters-led technical and financial planning and reporting processes; – Facilitating clear communication between headquarters and field offices; – Liaising with local support teams in Kigali for procurement/logistics and administration/finance.

Quality Assurance – Ensuring high standards in project activities to meet objectives, in partnership with the team; – Collaborating with the Monitoring and Evaluation Manager to track performance, assess deliverables, and implement corrective actions; – Supervising evaluations and guiding learning initiatives to inform project adaptations.

Team Leadership – Recruiting, training, and integrating a nine-person team across Kigali and provincial sites; – Setting performance objectives, supervising workflow.
