Expertise France is seeking a Project Manager to be based in Kigali for the “Rwanda VET Agra” initiative. As France’s international cooperation agency under the Ministry of Europe and Foreign Affairs and the Ministry of the Economy, Finance and Recovery, Expertise France designs and executes projects that strengthen public policies in low- and middle-income countries. The agency operates across key sustainable development sectors, including climate, health, and education, and supports the implementation of the 2030 Agenda in partnership with local and international stakeholders.
This position falls under the Operations Directorate, specifically the Human Capital and Social Development Department, Vocational Training, Integration and Employment Division, with direct oversight from the Head of Division. The Project Manager will be embedded within the Kigali-based project team, collaborating closely with beneficiaries and partners to ensure seamless project execution. Regular coordination with a Project Officer at Expertise France’s headquarters in Paris will be essential to fulfill mission objectives.
The Project Manager’s core responsibilities include ensuring the project’s successful delivery in alignment with technical, scheduling, financial, and legal stipulations outlined in the agreement between Expertise France and its donors. This encompasses project governance, stakeholder coordination, and monitoring-evaluation, as well as leading a team of nine professionals in Rwanda. Specific duties involve managing and coordinating activities, including technical, financial, and contractual oversight to achieve project outcomes; developing annual budgets and activity plans; mobilizing short-term expertise; making strategic decisions with the team and partners; and proactively addressing project risks.
The role also entails ensuring adherence to donor contracts, overseeing budget execution, and maintaining compliance with reporting requirements. The Project Manager will prepare and submit technical and financial reports, facilitate communication between headquarters and field offices, and liaise with administrative and finance teams in Kigali. Quality assurance remains a priority, with responsibilities including monitoring activity efficiency, collaborating with the Monitoring and Evaluation Manager to assess outcomes, and leading evaluations and learning initiatives to adapt the project as needed.
Team leadership duties encompass recruiting, training, and integrating staff across Kigali and provincial locations, setting and evaluating objectives, coordinating workflows, and ensuring conducive working conditions. The Project Manager will represent Expertise France, foster high-quality partnerships, engage private sector actors, and lead governance committees while prioritizing gender equality and inclusion. Regular engagement with affected communities, alignment with national and sectoral strategies, and coordination with ongoing initiatives in Rwanda’s VET and agriculture sectors will be required.
