Paragraph: Position Overview The Regional Environmental and Social Safeguards Coordinator will be based in Kigali, Rwanda, with frequent regional travel required. Reporting to the Technical Director of Rights and Communities, this full-time role will collaborate closely with the Regional Community Conservation Coordinator and other regional technical teams to advance WCS’s mission of wildlife and wild lands conservation across Central Africa and the Gulf of Guinea. This includes countries such as the Democratic Republic of Congo, Republic of Congo, and Gabon, where complex conservation challenges demand innovative, rights-based solutions. Key Responsibilities The role will provide hands-on technical support to regional, national, and field teams in implementing WCS’s Environmental and Social Safeguarding Framework, ensuring alignment with global standards and donor requirements. The Coordinator will assess environmental and social risks, develop practical mitigation measures, and address emerging concerns—particularly those affecting Indigenous Peoples, local communities, and marginalized groups—through a rights-based and gender-equitable approach. Responsibilities include conducting or overseeing environmental and social risk assessments, guiding teams on Free, Prior, and Informed Consent (EPIC), strengthening grievance mechanisms, and advising on human rights risks tied to conservation activities such as protected area management and law enforcement. The Coordinator will also review donor-mandated safeguards (e.g., from the EU, KfW, GCF, or GEF), develop compliant instruments, and ensure effective implementation through monitoring, training, and capacity-building initiatives. Additional duties involve maintaining a regional safeguards database, analyzing trends in incident and grievance data, and providing critical feedback to improve project design and compliance. Qualifications & Skills Applicants should hold an advanced degree in social sciences, law, human rights, environmental safeguards, international development, anthropology, or a related field, along with at least five years of progressive experience in environmental and social safeguards within conservation, development, or humanitarian contexts. Strong expertise in translating safeguard policies into field-level actions—including risk assessment, mitigation planning, and stakeholder engagement—is essential, as is direct experience collaborating with Indigenous Peoples and local communities on land rights, resource governance, and participatory decision-making. Proficiency in international human rights frameworks—particularly EPIC, non-discrimination, access to remedy, and gender equality—is required, along with the ability to analyze complex situations, identify systemic risks, and propose feasible solutions.
