Procurement Specialist, Niamey Organization: International Development Law Organization (IDLO) Country: Niger City: Niamey Office: IDLO in Niamey Overview & Responsibilities ORGANIZATIONAL CONTEXT Under the supervision of
the Country Manager, Niger, with dotted-line functional reporting
to the Global Procurement Lead at IDLO Headquarters, the
Procurement Specialist will be responsible for organizing and
monitoring procurement processes for the Niger Country Office. The
Procurement Specialist will work closely with the programme teams
to identify the offices' procurement needs and implement the
necessary procurement steps in line with IDLO procurement policies
and procedures. S/he will also support the office to enhance the
capacity of the procurement team and the program teams to improve
the overall procurement management, from the identification of
needs to the delivery of goods or services. THE POSITION Specifically, the Procurement Specialist will be responsible for
the following: Create and update the procurement plans for the Niger country
office and associated projects. Upon request, organize procurement processes, including
preparing solicitation documents, solicitation of offers, and
evaluating bids/proposals and contracts in compliance with IDLO
procurement policies. - Coordinate the preparation, reconciliation,
and closure of Purchase Orders (PO) and Contracts with suppliers in
coordination with the Headquarters. - Provide the Finance Manager
and the Country Manager with inputs and suggestions to assist them
in developing policy and procedures for vendor registration,
reviewing the existing vendor evaluation criteria for registration,
and proposing alternative methods, if appropriate. - Conduct market
research and provide operational inputs on local industry standards
in the country office, including payment practices, cancellations,
framework agreements, etc. This includes incorporating a
comparative perspective with other large intergovernmental
organizations (UN, World Bank, etc). - Develop and maintain a
roster of suppliers and ensure accurate recording of supplier
performance following service delivery. - Provide day to day
guidance and support to program team on the procurement procedures
and ensure compliance with established process. - Coordinate the
revision and update of the asset inventory. - Provide procurement
support on a need basis, ensuring alignment with IDLO policies and
procedures. - Liaise with IDLO HQ for support and guidance. Job Requirements Education: University Degree in Procurement or Business / Public
Administration, Supply chain Management or related field.
Specialized training in procurement is an asset. Professional
Expérience
qualification in procurement desirable Experience: Minimum 5 years of procurement or supply chain roles, contract
management is required, and experience in intergovernmental and/or
international organizations is highly desirable. Languages: Excellent spoken and written knowledge of French and English is
required Specific knowledge, skills, and behavioral competencies
: Sound understanding of procurement principles and practices;
Excellent analytical skills and ability to identifying issues,
formulating options, and making initial recommendations; Excellent
written and verbal communication skills with all levels of
seniority, both internally and externally; Demonstrated ability to
work proactively and independently, as well as in a team
environment; Strong interpersonal skills and ability to deal with
people in a multi-cultural environment; Proficiency in procurement
software and Microsoft Office Suite;Willingness to undertake
Localisation
periodic travel to other office locations in high-risk areas;
Demonstrated ability to promote ethics and integrity. Terms & Conditions For this nationally recruited employee position, IDLO shall
offer the selected candidate an Affiliate contract of 12 months,
with the possibility of an extension subject to performance and
availability of funding. IDLO shall offer a yearly basic salary of
XOF 13,648,001.- IDLO employees are responsible for
