Proficiency in both English and a second major language, such as French or Spanish, is required, along with exceptional cross-cultural communication and project management skills. We are seeking a candidate for the VENN Department to report to the Senior Officer of Data Quality Assurance, requiring a minimum of three years of relevant experience. The position is based in Barbara, with an expected travel requirement of 20%. At Raising The Village (RTV), our mission centers on eliminating ultra-poverty across Sub-Saharan Africa. The Data Quality Assurance (DA) Officer is tasked with ensuring the accuracy, integrity, and dependability of Raising The Village’s (RTV) core data throughout every stage—from survey design and field preparation to data collection, monitoring, validation, and reporting. This position oversees operational data quality assurance for all RTV field-based evaluation surveys, including baseline, midline, Edline, routine monitoring, and special studies across all operational countries. The role demands a rigorous analytical approach and active engagement, involving continuous examination of incoming datasets, establishment of automated quality assurance protocols, evaluation of enumerator performance through survey metadata, execution of root-cause analyses for data quality concerns, and conversion of findings into prompt corrective measures to enhance field performance and data reliability. Key responsibilities include spearheading project execution, overseeing team performance, and ensuring alignment with organizational objectives. This role entails managing workflows, resolving operational challenges, and fostering collaboration across departments. Additionally, the position requires maintaining compliance with industry regulations, optimizing processes for efficiency, and delivering measurable results. Strong leadership, analytical thinking, and effective communication are essential to drive performance and achieve strategic goals. The role involves establishing and maintaining robust frameworks to ensure the integrity, accuracy, and consistency of data assets across the organization. Responsibilities include defining data quality standards, implementing monitoring mechanisms, and addressing discrepancies through corrective actions. Candidates must possess expertise in data governance principles, proficiency with relevant tools and technologies, and strong analytical skills to assess and improve data quality. Familiarity with regulatory compliance and industry best practices is also essential to uphold organizational standards and mitigate risks associated with poor data quality.

  • Develop and enhance RTV’s Data Quality Assurance (DA) Frameworks to ensure robust implementation across all survey activities. Perform daily evaluations of data integrity to detect duplicates, outliers, missing entries, logical discrepancies, unusually brief interviews, GPS irregularities, and other potential quality concerns, providing prompt feedback to field teams.

Following each data collection activity, assess and document Data Quality Assurance KPIs, identifying potential risks, emerging trends, and actionable recommendations for continuous improvement. Promptly elevate any critical data quality risks, integrity issues, or challenges in survey execution to the Senior Officer of Data Quality for prompt attention and resolution. Conducting field monitoring, verification, and audits to ensure compliance with established standards and procedures is a key responsibility of this role. This position involves meticulously assessing on-site activities, validating data accuracy, and performing systematic audits to confirm adherence to regulatory and organizational requirements. The successful candidate will be tasked with identifying discrepancies, documenting findings, and recommending corrective actions to mitigate risks and enhance operational efficiency. Strong attention to detail, analytical skills, and the ability to work independently in diverse field environments are essential for this position. Manage the entire audio audit process by systematically reviewing recordings, evaluating enumerator compliance with survey protocols, recording findings, and proposing corrective measures.

Responsible for managing and directing field verification efforts, such as back-checks and spot checks, through the selection of verification samples, administration of review tools, alignment of findings with original submissions, and escalation of discrepancies. Design and oversee real-time field monitoring dashboards that provide continuous visibility into survey advancement, enumerator performance, and critical data quality metrics—such as precision, thoroughness, uniformity, validity, and promptness. Generate regular performance analyses for enumerators and teams to facilitate targeted coaching and immediate or near-immediate performance enhancements. Data automation, analytics, and root-cause analysis form the core responsibilities of this role, requiring expertise in designing and implementing automated data workflows to enhance efficiency and accuracy. Proficiency in advanced analytics tools and methodologies is essential to extract meaningful insights from complex datasets, enabling informed decision-making. Additionally, the position demands the ability to conduct thorough root-cause analyses to identify underlying issues and propose data-driven solutions, ensuring continuous improvement in processes and performance. Design, implement, automate, and sustain data quality pipelines utilizing R, Python, or other analytical tools to methodically validate incoming survey data and produce monitoring outputs. Analyze survey metadata—such as interview duration, navigation patterns, GPS records, audit findings, and verification results—to pinpoint data quality risks and uncover their root causes. Perform in-depth analyses to identify underlying causes, differentiating between design flaws in tools, inefficiencies in processes, challenges in enumerator performance, or broader systemic operational issues, and subsequently propose actionable solutions. Maintain the Data Quality Risk Register for the organization by recording recurring issues, documenting mitigation actions taken, and capturing lessons learned to enhance the effectiveness of future survey implementations. The role encompasses establishing robust standards, maintaining thorough documentation, and enhancing organizational capacity through targeted strengthening initiatives. It requires meticulous attention to detail, adherence to established protocols, and a commitment to continuous improvement. The incumbent will oversee the development and implementation of best practices, ensuring compliance with industry regulations and internal policies. Additionally, they will facilitate training programs, evaluate performance metrics, and provide strategic guidance to optimize operational efficiency and effectiveness. Education A bachelor’s degree in Statistics, Data Science, Economics, Computer Science, Information Management, or a related quantitative field is required. Experienced professionals with a strong background in relevant fields are sought for this position. Candidates should possess demonstrated expertise and a proven track record of success in their respective domains. The ideal applicant will have a minimum of three years of hands-on experience, coupled with specialized skills necessary to excel in the role.
