We provide needs-based, flexible, innovative and sustainable support to Sister National Societies, the International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent Societies (IFRC), and the wider humanitarian community. We enable early and immediate life-saving assistance and implement anticipatory action and risk-reducing activities, particularly in the face of climate change and armed conflicts and their humanitarian consequences. As a partner, facilitator and convener of cooperation, we strive to fulfil commitments to localization, community participation, protection and inclusion, gender and diversity, accountability, and learning. Through these efforts, we aim to build resilient communities and ensure effective and inclusive humanitarian responses in an increasingly complex global landscape. The GRC has been a partner to the Ukrainian Red Cross Society (URCS) since 1986 and significantly increased its support after the start of the armed conflict in 2014. In light of the escalation following February 2022, GRC adapted its support to URCS in close coordination with other Movement partners and is currently focusing on disaster management, civil protection, rehabilitation, community centres as well as capacity building in finance, logistics, and quality control & accountability (QCA).

Expérience

The Delegate will be based in Kyiv, Ukraine and be part of GRC’s Office at URCS headquarters in Kyiv. The Delegate will work under the supervision of the GRC Head of Programmes and be part of an experienced GRC team in Ukraine. GRC is currently seeking a Disaster Management (DM) Delegate (m/f/d) responsible for supporting the Ukrainian Red Cross operations. Starting date: 01.10.2026 (As soon as possible) Duration: One year (with possible extension)

Localisation

Location: GRC Office in Kyiv, Ukraine with regular visits to the field.

Responsabilités

Main duties & responsibilities: Contribute to the strategic and programmatic development of the URCS’ Civil Protection, Disaster Preparedness, Disaster Risk Reduction and Emergency Response directions. Support relevant URCS units in the development and revision of materials, tools, SOPs, and technical guidance in collaboration with URCS programme and Movement partners. Contribute to the harmonization of DRR tools and approaches across programs to ensure integration of cross cutting issues into program activities and facilitating general capacity building measures. Provide hands-on technical support and contribute to the design and delivery of DM training for URCS staff, branches and volunteers. Support URCS efforts in strengthening organizational preparedness at National Committee and branch level. Support the identification of capacity-building needs within the DM and Civil Protection Department and facilitate access to relevant trainings, peer exchanges and partner expertise. Ensure effective implementation of the DRR/CP components within other GRC-funded projects in collaboration with the GRC Team and URCS staff.

Required Competencies & Skills: Minimum 5 years of experience in working in the development or humanitarian sectors or comparable experience, with preference given to those with international experience; Minimum 3 years of experience in working in DRM/DRR roles, preferably in an international and /or crisis context; Experience on both community-based disaster preparedness and urban preparedness is a strong asset. Experience leading and managing consortia projects with multiple partners Ability to technically support teams, facilitate workshops and trainings in line with operational needs and requests; Experienced in implementing institutional response preparedness measures and community-based activities with stakeholders; Strong interpersonal and communication skills for engaging regularly with donors, other humanitarian organizations, and both national and expat staff;

Excellent English written and verbal skills, with experience leading reporting processes for institutional donors (Advantage of German donors and/or ECHO), including development of PMER templates aligning with donor requirements; Ability to engage and coordinate seamlessly with various teams to achieve tasks required; Flexibility and adaptability for working under the pressure of multiple deadlines and competing priorities; Robust mentality working and living in a country with conflicts and a challenging humanitarian context; Ability to work independently and as a team member; Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles; Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'; Valid International Driving Permit (IDP).
