The Rwanda Ministry of Health (MOH) and the Rwanda Biomedical Centre (RBC), through the Malaria and Other Parasitic Diseases Division (MOPED), acknowledge that maintaining progress in malaria control and advancing toward elimination depend on the robust implementation of Integrated Vector Management (IVM). IVM represents a strategic, evidence-based framework that integrates vector control measures, environmental management, community engagement, and multisectoral partnerships to effectively reduce malaria transmission. Current training resources must be revised and enhanced to align with updated technical guidance, the Rwanda Malaria Strategic Plan (NSP) 2027–2030, and principles of adult learning, ensuring accessibility and relevance for community-based audiences. To bolster the execution of community-based IVM initiatives, there is a critical need for standardized, contextually adapted training materials capable of strengthening the capacity of Community Health Workers (CHWs), community leaders, local authorities, and other key stakeholders involved in malaria prevention and vector control. Under the RISE Malaria Project, Diego—partnering with the Rwanda Biomedical Centre (RBC)—is seeking a skilled consultant to review and update a comprehensive IVM training package, consisting of the following components: a review and revision of existing national IVM training manuals (for both facilitators and participants) and related communication materials; a user-friendly audiovisual training package in Kinyarwanda designed to enhance community learning and engagement; and an illustrated IVM training booklet incorporating diagrams, simplified technical content, and visual aids—presented in formats such as tables and infographics—to support community training and supervision. These materials will help deliver standardized, high-quality community education on IVM in malaria hotspot areas, thereby enhancing community participation and advancing Rwanda’s national malaria elimination agenda. Objective of the Assignment The primary objective is to produce high-quality, standardized, and accessible IVM training materials that improve community knowledge and facilitate the effective implementation of malaria vector control interventions. Key Responsibilities In alignment with the Rwanda Malaria Strategic Plan 2027–2030, the consultant will: – Conduct a thorough review of existing national IVM guidelines, training manuals, and communication materials. – Develop a comprehensive IVM training curriculum and facilitator’s guide. – Write scripts for the Kinyarwanda audiovisual training module. – Design and produce an illustrated IVM training booklet. – Revise and finalize all materials for printing and dissemination.
