The assignment will be complemented by consultations with government institutions, employers' and workers' organizations, local authorities, private sector actors, development partners, civil society representatives, and the ILO technical team. On this basis, the consultant will prepare a comprehensive Programme Document (PRODOC) comprising the contextual and strategic analysis, Theory of Change, logical framework, implementation and governance arrangements, monitoring and evaluation system, resource mobilization strategy, risk management framework, and detailed costed budget.
