Internal travel to project locations (possibility of travelling outside of Buchanan to other Counties). Job Purpose: The Gender Equality and Social Inclusion (GESI) Adviser will provide strategic leadership and technical support to ensure the systematic integration of gender equality, social inclusion, safeguarding, and protection principles across Concern Worldwide Liberia’s organizational systems and programme portfolio. The postholder will support the organization in strengthening inclusive policies, practices, and culture while ensuring that all programmes are designed, implemented, monitored, and evaluated using a gender-transformative and socially inclusive lens. The Adviser will also coordinate and facilitate We Are One training programmes and community engagement initiatives aimed at promoting positive social norms, gender equality, inclusion, participation, and respect for diversity among staff, partners, and communities. Candidate Profile: The ideal candidate is an experienced GESI professional with expertise in gender equality, social inclusion, safeguarding, social norms transformation, and community engagement, with a proven ability to drive organisational and programme-level change. They should be skilled in integrating GESI principles into policies, systems, and programmes, while effectively influencing leaders, coaching teams, facilitating learning, and building relationships with communities, partners, government, and donors. Strong analytical, communication, and training skills, alongside a commitment to equality, equity, dignity, inclusion, and lasting social change, are essential. Core Responsibilities: Organisational GESI Mainstreaming: Lead the implementation and continuous improvement of Concern Liberia’s GESI strategy and action plans. Provide technical guidance to management on integrating gender equality, diversity, equity, inclusion, and safeguarding considerations into organisational policies, structures, systems, and procedures. Support departments to promote inclusive recruitment, retention, leadership development, and workplace practices. Conduct organisational GESI assessments, audits, and reviews and support implementation of recommendations. Promote safe, respectful, and inclusive workplace practices that align with Concern’s safeguarding and Code of Conduct commitments. Work closely with Human Resources and Safeguarding focal points to strengthen institutional capacity on inclusion, dignity, and nondiscrimination. To demonstrate leadership on workplace equality, diversity and inclusion, and to role model a positive safeguarding ethos. To participate and contribute as necessary towards Concern’s Emergency response as and when necessary Support in monitoring and coaching of Liberia Non-Governmental organisations (LNGO) that work with concern in implementing activities when the need arises. Be aware of, understand and comply with all of Concern’s Code of Conduct and Associated policies (P4, finance, logistics, HR, security management, etc.). Programme GESI Mainstreaming Provide technical leadership for integrating GESI considerations across all programme sectors including livelihoods, food security, nutrition, WASH, education, climate resilience, and community development. Support programme teams to undertake gender and social inclusion analyses during programme design, implementation, monitoring, evaluation, and learning. Ensure programmes collect, analyse, and utilise sex, age, and disability-disaggregated data (SADDD) and other relevant inclusion indicators. Review proposals, concept notes, budgets, reports, logframes, and monitoring frameworks to ensure effective GESI integration. Develop practical tools, checklists, guidance notes, and standards to strengthen programme quality. Support programme teams to identify and address barriers affecting women, girls, persons with disabilities, youth, older persons, and other marginalised groups. Support the development and implementation of gender-transformative approaches that challenge harmful social norms, increase participation, and strengthen equitable decision-making. We Are One Programme Coordination and Training Lead the planning, coordination, adaptation, and facilitation of We Are One training programmes for staff, partners, community groups, and local stakeholders. Train and mentor community facilitators and programme teams to deliver We Are One methodology effectively. Develop context-specific learning materials, facilitation guides, and awareness tools. Facilitate dialogue sessions that promote: o Gender equality; o Positive masculinities; o Inclusion and diversity; o Respectful relationships; o Prevention of discrimination and exclusion; o Community participation and shared decision-making. Monitor training quality and support learning and adaptation based on participant feedback and programme evidence. Capacity Building and Technical Support Develop and implement capacity strengthening plans on GESI for staff, partners, and community stakeholders. Deliver training, coaching, mentoring, and technical support on: o Gender equality; o Social inclusion; o Disability inclusion; o Safeguarding; o Gender-based violence risk mitigation; o Inclusive programme design; o Gender-sensitive monitoring and evaluation; o Community engagement and accountability. Serve as an internal resource person on GESI-related issues. Facilitate learning events, reflection sessions, and communities of practice. Safeguarding, Protection and Accountability Support integration of safeguarding and protection principles across programmes and organisational systems. Work with the Accountability Officer to promote gender-sensitive and inclusive feedback and complaints mechanisms. Support teams to identify and mitigate protection and gender-based violence risks in programme activities. Contribute to safeguarding awareness initiatives and capacity strengthening efforts. Ensure programme interventions uphold dignity, safety, inclusion, and a “Do No Harm” approach. Monitoring, Evaluation, Learning and Research Support the integration of GESI indicators into programme monitoring frameworks. Analyse programme data to identify trends, gaps, and opportunities related to equality and inclusion. Document lessons learned, good practices, case studies, and evidence of impact. Contribute to programme evaluations, assessments, operational research, and learning reviews. Prepare high-quality reports and technical briefs for management, donors, and partners. Representation, Networking and Partnerships Represent Concern in relevant national and sectoral GESI, safeguarding, protection, and inclusion forums. Build and maintain effective relationships with government ministries, civil society organisations, networks, academic institutions, and development partners. Support advocacy initiatives that advance gender equality, inclusion, and social justice. Identify opportunities for strategic partnerships and collaborative learning. Role Requirements Essential Qualifications Master’s degree in Gender Studies, Social Sciences, Development Studies, Sociology, Anthropology, Human Rights, International Development, or related discipline. Desirable Specialized training in Gender Equality and Social Inclusion, Disability Inclusion, Safeguarding, or Protection. Essential Experience Minimum 5 years of progressively responsible experience in gender equality, social inclusion, women’s empowerment, safeguarding, protection, or related areas. Demonstrated experience mainstreaming GESI across multi-sector development and humanitarian programmes. Experience designing and delivering training and capacity-building programmes. Experience conducting gender and social inclusion analyses. Experience working with local communities, partners, and government institutions. Desirable Experience facilitating social norms transformation approaches such as We Are One , Reflect, or similar methodologies. Experience with donor-funded programmes (Irish Aid, EU, FCDO, USAID, UN, ECHO, etc.).
