The Rwanda Ministry of Health (MOH) and the Rwanda Biomedical Centre (RBC), through the Malaria and Other Parasitic Diseases Division (MOPED), acknowledge that maintaining progress in malaria control and advancing toward elimination depend on the effective implementation of Integrated Vector Management (IVM). IVM is a strategic, evidence-based framework that integrates vector control interventions, environmental management, community engagement, and multisectoral collaboration to significantly reduce malaria transmission. To ensure alignment with current technical guidance, the Rwanda Malaria Strategic Plan (NSP) 2027–2030, and adult learning principles, existing training resources must be reviewed, updated, and enhanced to remain accessible and pertinent to community stakeholders. To strengthen the execution of community-based IVM interventions, there is a critical need for standardized, contextually adapted, and user-friendly training materials capable of building the capacity of Community Health Workers (CHWs), community leaders, local authorities, and other key stakeholders engaged in malaria prevention and vector control. Under the RISE Malaria Project, Diego, in partnership with the Rwanda Biomedical Centre (RBC), is seeking to engage a skilled consultant to review and update a comprehensive IVM training package, which includes: revising and updating the existing national IVM training manuals (for facilitators and participants) and communication materials; developing an audiovisual training package in Kinyarwanda to facilitate community learning and engagement; and creating an illustrated IVM training booklet featuring simplified technical content, visual aids, tables, and figures to support community training and supervisory activities. These materials will play a pivotal role in ensuring standardized, high-quality community education on IVM in malaria hotspot areas, thereby enhancing community participation and supporting Rwanda’s national malaria elimination goals. Objective of the Assignment The primary goal of this consultancy is to design high-quality, standardized, and user-friendly IVM training materials aimed at improving community knowledge and facilitating the effective implementation of malaria vector control interventions. Key Responsibilities Based on the Rwanda Malaria Strategic Plan 2027–2030, the consultant will be responsible for reviewing existing national IVM guidelines, training manuals, and communication materials; developing a comprehensive IVM training curriculum and facilitator’s guide; writing scripts for the Kinyarwanda audiovisual training module; designing and developing an illustrated IVM training booklet; and finalizing all materials for printing and dissemination.
