PIH began working in Sierra Leone during the 2014 Ebola response and has maintained a long-term commitment to strengthening the public health system. PIH-SL works with the Ministry of Health, district health management teams, health facilities, and communities, guided by public-sector accompaniment, equity, evidence-based practice, partnership, and community ownership Project and Position Overview Under QEHSSSP, PIH-SL works with the Ministry of Health and district health management teams to strengthen essential health services, routine information systems, accountability, and the use of evidence for decision-making across supported districts and facilities. The Senior M&E Officer is the lead district-level focal point for project monitoring, data quality, analysis, reporting, learning, and performance review in Tonkolili. The post supports the District Medical Officer, DHMT M&E Coordinator, District Advisor, facility teams, and other project stakeholders to maintain reliable data systems and use findings to improve implementation. The role reports to the Senior M&E Manager – QEHSSSP and provides direct supervision, technical guidance, and coaching to assigned project M&E staff in the district. It does not replace the cross-district oversight responsibilities of the Senior M&E Manager.

Responsabilités

Essential Duties and Responsibilities: District M&E system implementation Operationalize the approved project M&E plan, results framework, indicator reference sheets, reporting calendar, and data-flow procedures within Tonkolili District. Maintain district indicator trackers, targets, workplans, and action logs, and promptly escalate performance or reporting risks to the Senior M&E Manager and District Advisor. Coordinate routine data flow from supported PHUs, DHMT teams, and project workstreams to the district and central project levels. Data collection, management, and reporting Ensure routine project data are complete, timely, accurate, internally consistent, and supported by appropriate source documentation. Validate, consolidate, and submit district datasets and narrative reports in accordance with approved internal, government, and donor reporting schedules.

Maintain secure, orderly, and auditable district M&E records, including databases, reporting tools, verification files, data dictionaries, and version-controlled submissions. Data quality assurance Plan and conduct routine data quality spot checks, data verification exercises, and formal DQAs at supported facilities and district level. Compare registers, tally sheets, patient records, reporting forms, electronic systems, and DHIS2 submissions to identify discrepancies and their root causes. Develop corrective action plans with responsible teams, track completion, and verify that recurring data quality problems are resolved. Data analysis, visualization, and use Analyse project performance by facility, geography, sex, age, service area, and other relevant disaggregation to identify trends, inequities, bottlenecks, and outliers. Develop and maintain clear dashboards, scorecards, charts, and performance briefs for project, DHMT, facility, and management review. Present findings in accessible language, support routine performance-review meetings, and translate analysis into specific recommendations and tracked actions. Contribute to project learning products, evaluation activities, operational research, and documentation of implementation lessons, as assigned. Supervision and capacity strengthening Provide line management and technical supervision to assigned project M&E staff, including work planning, task allocation, coaching, performance feedback, and follow-up on agreed deliverables. Assess M&E capacity gaps among project, DHMT, and facility teams and implement practical training, mentorship, and on-the-job coaching plans. Support consistent application of indicator definitions, data collection tools, data quality standards, analytical methods, and reporting formats across supported facilities. Coordination, accountability, and other duties Serve as the principal district M&E liaison among the DHMT, District Advisor, Senior M&E Manager, SHIS team, clinical and program leads, and relevant partners. Participate in project planning, supportive supervision, review meetings, audits, evaluations, and partner engagements, and follow through on agreed actions. Promote a culture of data use, accountability, respectful collaboration, safeguarding, and continuous improvement in all assigned work. Undertake other M&E-related duties reasonably assigned by the Senior M&E Manager or project leadership and consistent with the level and purpose of the role. Bachelor’s degree in monitoring and evaluation, public health, epidemiology, biostatistics, statistics, demography, health informatics, social sciences, or another relevant discipline. At least three years of progressively responsible experience in monitoring, evaluation, health information, or data management, preferably within public health or a donor-funded programme. Demonstrated experience with indicator tracking, routine health data, data verification, DQAs, quantitative analysis, report writing, and presentation of findings. Strong working knowledge of Microsoft Excel and proficiency in Word and PowerPoint; practical experience with DHIS2 or comparable routine health information systems. Experience supervising or mentoring staff and building the M&E capacity of facility, district, or programme teams.

Strong written and verbal communication skills, sound judgement, attention to detail, and the ability to manage competing deadlines with limited supervision. Ability and willingness to travel regularly to supported facilities, including PHUs in hard-to-reach locations within Tonkolili District. Preferred Postgraduate training in monitoring and evaluation, public health, epidemiology, biostatistics, health informatics, or a related field will be an added advantage. Experience using one or more analytical or visualization tools such as Power BI, Stata, R, SPSS, or advanced Excel, and digital data collection platforms such as KoboToolbox, ODK, or CommCare. Knowledge of Sierra Leone’s national HMIS, district health structures, and Ministry of Health reporting processes. Proficiency in Krio and/or languages commonly spoken in Tonkolili District.
