Finance Delegate (m/f/d), Venezuela
The GRC is currently seeking an experienced Finance Delegate (m/f/d) for Venezuela to lead the day-to-day financial management of the portfolio of the GRC’s office in Venezuela in partnership with the Venezuelan Red Cross (VRC). The Delegate will be based in Caracas, Venezuela, and be part of GRC's Delegation for Colombia and Venezuela. The longstanding cooperation with Venezuelan Red Cross (VRC) is focused on health, protection and disaster preparedness and has recently been amplified due to the response to the earthquakes that affected Venezuela in June 2026. The Delegate will support GRC's activities with VRC within the well-established framework of cooperation. In addition, they will support the GRC Finance Officer in Colombia if necessary. The Delegate is working under the supervision of the Head of Office and will be part of an experienced team of three international delegates and around 20 local staff. The position might require travel to Colombia.

Duration: 6 months.
Location: Caracas, Venezuela, with potential travels to Colombia
Main duties & responsibilities:
Lead the daily financial management of the GRC Venezuela Office and projects in Venezuela. Oversee the management of payments, cashier and bank signatory in close collaboration with the project delegates and in accordance with the GRC Head of Office instructions. Manage the budgeting and controlling of costs of the GRC Venezuela projects, in accordance with funding guidelines / donor regulations.
Provide support to procurement procedures in accordance with GRC regulations and donor requirements including assisting the verification, control and countersignature of Comparative Bid Analysis (CBA) for the purchase of goods and services in coordination with the corresponding GRC delegate. Lead and train the GRC Finance Team in booking of VRC expenditures in GRC’s financial system for different donors in an accurate, efficient and timely manner. Manage the monthly financial reports of the projects including all supporting documents (eg. procurement documents, contracts, etc) in accordance with GRC guidelines. Ensure the annual closing for the projects according to GRC rules and deadlines. Prepare cost allocation plans for GRC in Venezuela and internal/external audits. Support the GRC Finance Officer in Colombia if necessary.
Required Competencies & Skills:
Professional degree in Administration, Finance, or related fields. At least five years of experience in bookkeeping and accounting of international humanitarian / development organisations. Proven experience in financial reporting and administrative tasks (minimum of 5 years work experience). Experience in logistics and procurement. Proven experience working with the Red Cross / Red Crescent Movement is a strong asset. Ability to train and guide staff, and to provide technical support and capacity building. Working knowledge of managing donor-funded projects (preferably ECHO, GFFO, BMZ) is a strong asset. Oral and written fluency in Spanish and English is a requirement; knowledge of German would be an asset. Experience in the Americas region will be considered a strong asset. Strategic thinking, hands-on mentality and in-depth understanding of the humanitarian system. Excellent communication, leadership skills and problem-solving skills as well as intercultural sensitivity, diplomacy and facilitation skills. Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles; Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'; Valid International Driving Permit (IDP).
