The Rwanda Ministry of Health (MOH) and Rwanda Biomedical Centre (RBC), through the Malaria and Other Parasitic Diseases Division (MOPED), acknowledge that sustaining progress in malaria control and advancing toward elimination necessitates the robust implementation of Integrated Vector Management (IVM). IVM represents a holistic, evidence-based strategy that integrates vector control interventions, environmental management, community participation, and multisectoral coordination to effectively reduce malaria transmission. Existing training resources must be revised and enhanced to align with updated technical guidance, the Rwanda Malaria Strategic Plan (NSP) 2027–2030, and adult learning methodologies while maintaining accessibility and relevance for community audiences. To facilitate the implementation of community-based IVM interventions, there is a critical need for standardized, culturally adapted training materials capable of strengthening the capacity of Community Health Workers (CHWs), community leaders, local authorities, and other key stakeholders engaged in malaria prevention and vector control. Under the RISE Malaria Project, Diego—partnering with the Rwanda Biomedical Centre (RBC)—seeks to engage a proficient Consultant to review and update a comprehensive set of IVM training materials, including the following components: a revision of existing national IVM training manuals (for both facilitators and participants) and communication materials; an audiovisual training package in Kinyarwanda designed to enhance community learning and engagement; and an illustrated IVM training booklet incorporating simplified technical content, visual aids, figures, and tables to support community training and supervisory activities. These materials will enhance the delivery of standardized, high-quality community education on IVM in malaria hotspot areas, fostering greater community involvement and advancing Rwanda’s national malaria elimination agenda. Objective of the Assignment The primary goal of this consultancy is to produce high-quality, standardized, and user-friendly IVM training materials that improve community knowledge and reinforce the effective implementation of malaria vector control interventions. Key Responsibilities In alignment with the Rwanda Malaria Strategic Plan 2027–2030, the Consultant will: – Conduct a thorough review of existing national IVM guidelines, training manuals, and communication materials; – Develop a comprehensive IVM training curriculum and facilitator’s guide; – Draft scripts for the Kinyarwanda audiovisual training module; – Design and develop an illustrated IVM training booklet; and – Finalize and prepare all materials for printing and dissemination.
